If the Liberals are asserting that the PMO and the CEO of�Medisys are at arms length, for optics sake wouldn’t it be a better idea to have a Medisys spokesman give the explanations to the media? It sure seems odd to me that the Liberal party is speaking on behalf of Medisys, a company linked to the Prime Minister, explaining why Medisys’ stock volumes increased suddenly the day before a government announcement (an announcement which is currently under�criminal investigation for a potential insider leak)�which would benefit the stock price of the said company. It just seems, well, pre-planned and contrived.�

So one must ask, why would the Liberal party know the day-to-day activities of the CEO of a public company? Come to think about it, why would they care? One may speculate that�some Liberal insiders contacted the CEO of Medisys to find an explanation for the unusual trading activity to mitigate potential�media blowback if questions were asked. If this is the case, did they contact Medisys to find explanations or to get their stories straight? If it’s the former, then the issue could be written off as strategists preparing for baseless accusations, but�if it’s the latter, it would suggest someone�was�covering someone’s behind.�Irregardless, this question remains unanswered: why is a Liberal spokesman speaking on behalf of the CEO if the two parties are at arms-length of each other?

Here’s my Play on It
Today a Liberal Party Spokesman, Ken Polk, made the following statement in the Toronto Star:
“Perhaps before anyone entertains another baseless smear from Mr. Harper, contact should actually be made with Medisys.”
“When this false accusation was first made by Mr. Harper three weeks ago, the truth turned out to be that the company’s CFO met with institutional investors the day before the higher trading.”
There have been reports that the Finance Minister himself met with Investment Industry representatives the day of the Income Trust announcement and that the Prime Minister directed the Finance Minister to make the IncTrust announcement, and that the leak may have come from the PMO.
As there are close ties between the Prime Minister and the Founder of Medisys, the context and content of these meetings need to be examined, to wit:
Who was present in the Medisys/Investors meeting and what was discussed?
Was there any contact between any Govt of Canada officials and Medisys officials in the days prior to this meeting?
Why did the Finance Minister meet with the IDA representatives before the announcement and what was said or indicated.

Harper’s remarks may well force the RCMP to do some major digging, otherwise, wouldn’t Medisys be screaming lawsuit by now? And certainly, given the list of dubious characters involved, it’s a slam-dunk that something was going on. The Libs no longer have the benefit of the doubt to use when things turn ugly. Wonder how Izzy-Flop and Shallow Hal are enjoying their new lives as star candidates?
There must be more than a handful of Bay Street types working up a cold sweat hoping the details of this fine piece of insider trading are not revealed prior to Jan. 23rd. The e-mail trail is likely too extensive to keep it under wraps for long.
“Goodale set for talks with Mounties on trusts” Globe and Mail
This is being fast tracked way too much. These investigations normally take a couple months to organize, before they even start questioning people. And then it’s often months or years before they announce any actual charges or make any comments to the media.
I believe that this is on the fast track because Goodale is pushing it. He probably requested this meeting so as to take some pressure off himself. He’s already named Paul Martin as one individual in whom he divulged details of the announcement and Martin has admitted that. In his own words he said there were “one of two” whom he talked with.
“We’ll be talking next week [with the RCMP]”, he said. Normally an individual or company will say they have received a request for information or to come in for a talk. He does not say this. He says “I will go through the series of events that they may be interested in.” I believe Goodale has asked for this meeting.
This is how I think it’s being orchestrated (only a guess):
1. Goodale requests a “talk” with the RCMP next week so that he can then “announce” that “the RCMP have not found that I did anything wrong.” Of course the RCMP will say nothing.
2. Paul Martin then announces that he “will be talking next week” with the RCMP and that he “wants to get to the bottom of this as quickly as possible.”
Remember, once the RCMP initiates an investigation anyone can “request” to meet with them. In fact you can walk in off the street and get an audience.
3. After he talks with the RCMP Paul Martin will announce that “the RCMP have not found that I or anyone in the Liberal Party did anything wrong.” He will attempt to, without actually saying so, shift the blame to the TSX.
Faith in the TSX begins to fall and this “makes the news.” This is because some people may be seen to have profited from inside information.
4. A few days before the election, Paul Martin announces plans to “clean up the TSX” for the protection of “those small Canadian investors who put their life savings into Canadian investments traded on the TSX.” By implication the TSX are being set up as the fall guys between now and election day. So any criminal intent will be moved from the Liberal Party to the TSX in the eyes of the voters.
By this time the election will be over and, if the Liberals are able to pull off another miracle, they will have ample time to “pull all the strings” that need to be pulled to shut this inquiry down or at least drag it out. If the Liberals lose the election we may see a few individuals move quietly to another country, China perhaps.
To sum up: Paul Martin desperately needs some fall guys and soon, before the voters go to the polls. They won’t be in the PMO or the FMO because this would be devastating during a political campaign. Not enough time to “manage it.” I think the fall guys will be in the TSX. It’s “cover your ass” time and several top business officials, including people at the top of the TSX, have already been quoted as saying that they knew before the announcement.
In the end this leak will in all likelihood be traced to an email that cannot be proven who sent. It may have originated from the PMO but that means nothing unless you can determine who actually sent it. If anyone sent the original information from their own email accounts then they are STUPID, STUPID, STUPID. The fall guys will be the investors who “acted on inside information.” This will be much easier to prove in court because it is a matter or record. There are very clear laws against this.

It is interesting to note in the trading record that while most of the stocks and trust units involved spiked on November 23, just prior to Goodale’s announcement on that day, the spike in Medisys trading happened on November 22, one day before. This would indicate that the leak went to Medisys insiders first and then further leaked along the scum bag trail the following day. This implicates the PMO as the probable original source of the leak to their best buds at Medisys.
There looks to be a great deal of leads in Canada for the RCMP to look into. It should be interesting to see what the American S.E.C. turns up. I’ve read that some of the trades were also done out of the States, which has the S.E.C. looking into the matter as well.

Insider trading aside, how is it that Paul Martin became so cozy with his personal physician that he has turned a blind eye to expanding privatization, never mind having Lib senators on Medisys’s board? This is a major conflict of interest, I would think, given that he has been accusing Alberta and BC of all manner of violations related to the Canada Health Act. I’m sorry, but I really have no faith in the RCMP. They only took this on because the NDP wouldn’t let up, just as the Bloc would not let up until Martin was forced to set up the Gomery inquiry. Everybody concerned seems remarkably calm, certain that there will be no evidence linking any of them to this, even as Allan Rosen continues to argue that something was amiss.
Well said Mary M. I totally agree. Bloggers who have the inside information, the ability, the capacity, and the honesty to post to the high traffic sites whom have established a solid reputation will make a difference in this election. The fact that MSM is like the leopard in the jungle, they cannot change their incestuous relationship with the Libs no matter how rotten the core of the government is. Therefore expecting outrage and outright condemnation of the Liberals from MSM in this election is pure wishful thinking in conservative’s minds.
In my view it is important to communicate the message to every journalist on the offending MSM staff that any comfort to the corrupt governing Liberals is equal to complicity in that corruption if the enabling continues.

Why is it legal in Canada for legislators (members of the HOC or Senate) to serve on boards of for-profit companies???
In most nations which consider themselves democracies, conflict-of-interest laws prohibit legislators from sitting on corporate boards. That is certainly true in the United States.
Furthermore, in most nations Federal legislators cannot serve as CEOs or high-level executives of for-profit companies (i.e. in the U.S.A. or U.K., you would never see someone like former Finance Minister Paul Martin also serve as CEO of Canada Steamship Lines WHILE HE WAS IN GOVERNMENT).
I just cannot fathom how sloppy and spineless Canada’s ethics-in-government laws appear to be.

The reason we have such a lack ethics in government is that the Liberal Party of Canada has been in control of government here for most of our history as a nation. From the first Liberal PM onward, there has been graft, corruption and theft of taxpayer’s dollars. There is already a seperation movement in Alberta, its a fairly quiet little group at the moment but I would lay my life on it that if the Federal Fiberals are re-elected (minority or otherwise) it will surely get a major boost in momentum.
If the Liberals win this election, we are going to see Canada more divided than ever, infact I think it will rip apart at the seams.

BKS, I don’t think so. Harper has said he’ll work with the others on an issue by issue basis; and none of them wants to be seen propping up the Liberals after all of this. SO you’d have the three opposition parties doing their damndest to make it work. Nobody would dare force another election so soon. Besides, the Liberals will have to find a new leader and soon. I saw Joe Volpe on telly tonight, no glasses, turtleneck and jacket, reassuring the community that they will have all the support necessary to have their community safe once again. Trying very hard to be prime ministerial, since he’s going to run for the leadership. Trouble is, he looks like the dumb-ass who spends a few hundred bucks on pizza, so he doesn’t have much credibility either.
