OTTAWA — To find out how long it’s been since The Globe and Mail published its first story on the sponsorship program, think back to the last time you heard the phrase “Y2K.”
The initial article appeared on Dec. 31, 1999, on the eve of the dreaded computer-age apocalypse that never was. Suffice it to say the story about Ottawa’s decision to spend $325,000 to rent a hot-air balloon in the shape of a Mountie on a horse — in the name of national unity — didn’t make many waves as the world welcomed in the year 2000.
One thing led to another, however, and that first peek at one of Ottawa’s wackiest programs ever was followed by a marathon of more than 700 stories, columns, editorials and letters to the editor, culminating tomorrow with the release of the first report of the Gomery inquiry.

Allegations of misspending came to light only in 2001 when The Globe revealed that internal auditors at Public Works Canada had identified a pattern of misspending in favour of Liberal-friendly advertising firms.
By then, Globe reporters were going through mounds of paper obtained through the Access to Information Act, pointing out in various stories that advertising executives and their family members had been benefiting from the program for years, that the ad agencies that benefited from the program were big donors to the Liberal Party and that the government broke its own rules in steering multimillion-dollar contracts to them.
The big break came in March, 2002, when The Globe was told that for one of its Access to Information requests, there was no paper on file. For the first time, there was a clear sense that the newspaper had found a case of potential fraud, because no one at Public Works or Groupaction could explain why the government had paid $550,000 for a report that couldn’t be found.

I was surprised to see that Ann Rice of vampire novel fame has reconnected with her Roman Catholic roots. She now says she will spend the rest of her life writing about Christianity.
She started off writing erotic novels that an acquaintance tells me were all about S&M. In fact one of the books features a dominatrix as the central character.

Call it the Calgary Underground. After a month of watching more than $23-billion evaporate from their market value, Canada’s income trusts are fighting back. The movement began last week when dozens of trust executives were summoned to a private meeting in the wine cellar of a downtown restaurant in the nation’s energy capital.
Speaking to representatives from 33 income trusts, an executive with RBC Dominion Securities Inc. delivered a sober warning to the hastily assembled group. In the battle being waged with Ottawa over the future of the income trust sector, the trusts were losing ground.
Finance Minister Ralph Goodale’s decision to freeze advance tax rulings for trust conversions while Ottawa considers how it taxes the industry has left the sector mired in uncertainty. Income trusts, which are wildly popular with investors because they pass their cash flow to unitholders, were now under siege.
The message to the trusts was clear: Backroom lobbying in Ottawa was no longer enough. It was time for trust executives to start speaking out, mobilize their unitholders and generally become a bigger thorn in the federal government’s side. The wine cellar meeting was described as a “wake-up call” by one executive in attendance who asked not to be identified.
“There was roughly $80-billion worth of market capitalization in the room,” said John Dielwart, chief executive officer of ARC Energy Trust, who also attended. “Many of us have been silent. I think that is going to change.” >>>>
