In the emerging federal-provincial battle over carbon pricing – Saskatchewan Premier Scott Moe, and Ontario Premier Doug Ford appear to be galvanizing public opinion over which level of government should be the ultimate arbiter of the kind of plan should be in place from province to province.
While a federal carbon pricing plan is poised to come into effect next January and be applied to provinces that are not deemed by the Trudeau government to have a sufficient plan in place, two-in-three Canadians (64%) say it should be individual provinces, not Ottawa, that determine the appropriate path to reduce carbon emissions. The rest, (36%) say the federal government should have the power to implement its own plan if necessary.

Governments implement taxes to accomplish these goals. A tax implemented by a government to effect change in the climate is as imbecilic as trying to launch a moon rocket with a rubber band, but 36% of Canadians seem to think that it’s possible. The carbon tax that the Liberals, NDP and Greens think laudable will do nothing to protect, preserve and propagate our society, in fact it will accomplish the exact opposite. It will diminish our ability to act as a cohesive society. Then again that is the plan after all, isn’t it, and 36% of Canadians are already on board and the number is increasing every day by poorly structured immigration and foreign policies cobbled together by a group of misfits that couldn’t find their way out of a bathroom stall.

And that right there is why the liberals don’t want to have to fight an election on the issue. Conservatives have no problem how to vote based on this one issue, liberal voters are divided on this one issue.

This effect is well understood. People tend to agree with the idea of pricing carbon as long as those ideas are vague and they think someone else will pay the tax. The reality of carbon pricing, a carbon tax, that takes money from your own pocket will be rejected.
In 2015, the Saskatchewan govt assumed that its clean coal project would qualify under Trudeau’s promise of flexibility and that it would not be a one-size-fits-all program. No one likes a bait and switch that’s defended by word games, which is typical for federal Liberals – Think Red Book. I doubt the Liberal’s threats against Saskatchewan have gone unnoticed in other provinces. No one likes a bully either.
That both BC and AB are putting most of the “revenue neutral” carbon tax into general revenue through accounting tricks probably hasn’t helped. Neither has watching gasoline, electricity and heating prices rise due to the tax.

These poll results are misleading. The wording of the questions combined with activist media coverage and government dishonesty suggests to the uninformed reader (the vast majority) that carbon taxes would be an effective and efficient way to control global warming. This is simply false:

Let’s be insanely optimistic and suggest that somehow carbon taxes would reduce Canada’s emissions by 10%, or roughly 70 mega tonnes. What would be the impact on global warming?
70,000,000 tonnes / yr x 0.0000000000017 degrees C / tonne = 0.00012 degrees C / year.
This is equivalent to one degree C in 8,403 years – a very trivial result for billions spent. Is this the most effective way to spend taxpayer dollars?

I don’t believe they can, which is why not having all the provinces tidily on board now becomes so problematic for the Feds. You cannot tax Canadians in one location in Canada more than in another. The example I generally use is GST. Just because Alberta has no sales tax, it doesn’t mean Ottawa can unilaterally hike its GST rate in that province. The GST must be the same rate for all Canadians regardless of where they live.
Thus, our Dear Leader really has only one option if the provinces don’t all play along: go it alone and impose a single carbon tax uniformly on all Canadians.
Like the faffing around over the pipeline, our Dear Leader and his student council brains-trust in Ottawa have stepped in it yet once more, bumping up against the one unfailing law of politics: the Law of Unintended Consequences.

Those differentials in the Federal system are applied across Canada. A wealthier Canadian in Medicine Hat pays the same rate as a wealthier Canadian in Moncton; more apples and oranges.

One solution might be in the works already. The Ontario Conservative Government has put the feckless Federal Liberal Government on notice; Ontario Tax-payers expect the Federal Government’s Failure to defend Canada’s Borders and apply Federal Immigration Laws means the Federal Government is responsible for the Two Hundred Million Cost for the Illegal Immigrants being forced into Ontario’s Cities and Rural Communities.

A very early change in How Ontario Tax Dollars are collected and forward must be initiated to become similar to Quebec’s as a Province Cash Flow System. Ontario will become the address for all Tax-Funds collected in Ontario. This includes any Federal Taxes. Ontario will then forward an appropriate amount of the Tax-Money to The Federal Government.
Mike – don’t think that’s quite how the remittance system works in Quebec. Have a sneaky feeling that an employer in Quebec has to make two remittances every month (or whatever frequency has to remit): one to Ottawa and the other to Quebec City. Ottawa would get the federal income tax and the EI remittances; Quebec City would get the provincial income tax, the QPP, and the PPIP remittances. Somehow can’t see Ottawa letting Quebec collect everything and pass the federal portion along when convenient.
I do know any Quebec employee gets two separate slips for reporting income: the T4, same as the rest of us, and an RL-1; there are considerable differences in the type and amount of reporting, and a Quebec resident has to file two tax returns – the normal T1 for federal tax and a TP-1-V for Quebec.
Québec residents pay the same Federal taxes as everybody else in Canada. Ontario is free to do the same thing as Québec if it wished and require its residents to file a separate provincial tax return.
Provinces don’t get to control Federal tax remittances.
Likewise, the Federal Government has no say in how a province chooses to collect its own taxes without its agreement.
Federal tax isn’t collected from provinces. It’s collected from individuals, corporations and other institutions regardless of their location in Canada.*

Ontario put in regulations and bureaucracy which along with higher hydro rates (obviously not the only cost issue) and minimum wage increases combined to make it much easier for manufacturers to source from China.
The goods that were made with clean nuclear and hydro power are now made with coal generated electricity and shipped half-way around the world. Pollution is up, emissions are up, jobs and tax revenues are down.
