Well then, they definitely need to weaken the western democracies, starting with the USA, so they won’t be strong enough to stop the new left wing world order that has time tested solutions for surplus population.

If this is the same story that I recall a number of years ago, it is really a non-issue. The planning branch of the US military plans for many possible events (including invading Canada) but if they didn;t they would be negligent. The fact that they have a plan to react to consequences of global warming is neither here or there in the overall issue.
