My guess is that like many of the USAID grants, it’s true purpose was to provide a slush fund of readily available cash for politicians to use as they wish. So there’s no telling what the money was actually spent on.
Not one penny should be available to the state to send out of the country for any reason. We should have one foreign policy – free trade. We should belong to no foreign or global organization such as the UN, or NATO.

The Liberals have copied the Dem playbook of give lots of tax payers’ money to NGOs, which turn around and hire Democrats’ friends and relatives.
The NGOs also direct some of that money to friendly consulting firms, public relations firms, etc. Those firms hire, surprise! mostly Democrats, and they also kick back lots of money to Democrat candidates.
Very little, if any, money makes it to the supposed recipients, listed on the budget item.

People missed the key words explaining the whole thing. “multi-gender”. Canada’s annointed don’t give a shit about Lebanese, or Ski, or Soldiers. The push is, and has been for the last 10 years, about gender. It is the obsession that makes tampons in CF men’s washrooms necessary and raising of the LGBTQ flag on bases around the country a yearly event. And now LGBTQ rememberance day.

Last I checked, women breathe the same oxygen/nitrogen rich mixture males do. They eat, pretty much, the same foods. They have ears, and can receive instruction just like their male counterparts. Military Schools work on a limited enrollment, so additional classrooms or equipment is not warranted.
The only expense(s) I can think of is a separate barracks, and bathroom facilities. $4 Million is a little steep for that considering they could likely transition current facilities to accommodate the situation. Of course, there would be that added expense of a top notch security services to keep the rapey male students away from the female ones.
Maybe I’m being a bit too cynical, but I get the distinct feeling that we are getting robbed and the robbers are mocking us while doing it.
