   1. Toronto has 5 Government Funded Broadcasters (CBC, Global, CityTv, CTV, TVO) Surely the CBC mandate could be changed so that they only operate in Locales that have only 1 or 2 other GFBs so that they can lose money together, and turn the CBC Puzzle Palace into a homeless shelter
