At least a quarter of Department of National Defence buildings and other infrastructure dates from the 1970s and requires “significant maintenance,” says an internal audit. Prime Minister Justin Trudeau had proposed to recycle federal property for housing.
“Approximately 25 percent of existing infrastructure is greater than 50 years old and requires significant maintenance, repair and recapitalization to ensure it remains serviceable and compliant with health, safety and environment regulations,” said an Audit Of Defence Infrastructure.

Just to get this straight.

Whenever the government renovates anything it always seems to cost more than new construction. Also British submarines. They could have bought off the rack US nuclear subs for little more and they wouldn’t have spent 80 to 100% of their lives in drydock. But the rusted out hulks were such a bargain.

One must also wonder who is assessing the infrastructure and under what direction. Any government assessment, whether US or CAN, lift the curtain and usually find that either a bureaucrat is trying to inflate an agency budget or a contractor is getting paid for a pre-determined conclusion.
National Defence Headquarters in Ottawa is already a bit of a slum, so sure, fill it with refugees today. The new Carling Campus too, why not?

The rest of the defence infrastructure is in places like Petawawa Ontario or Cold Lake Alberta – and it would be against their human rights if “immigrants” were told to live in those places.

Drill halls built for WW2 are still in service. Mostly museums, had “straw insulation” in the walls, wood post columns. Nothing wrong if maintained, especially the roof. The officers mess could be a great soup kitchen.

I lived in PMQ’s (Private Married Quarters) in Halifax in the 1980’s, they are now called RHU’s (Residential Housing Units) though, not sure why unless people aren’t getting married anymore. When we lived there we always had a strong cold draft everytime we passed by an outlet or light switch. When they came and looked at the walls they found that the insulation was kelp/seaweed, which had dried and decomposed and only filled the lower 6 inches of the wall cavities. The exterior planking was just that, planks, not plywood or even chipboard, just boards with lots of gaps in between them. That was the quality of construction and I don’t think its gotten much better.
Face it.. Canada cant afford a military.. Or the rule of law.. Or anything else for that matter.. What we can afford is windmills and solar panels for as far as the eye can see..

PMQs… DND was a slum lord. I’d really like to know how many of those firetraps were up to code for electrical wiring, insulation, lead paint, asbestos. Three prong “grounded” plugs with no actual ground behind the wall. Paint so thick only the bathroom door actually closed, painted over door knobs and light switches, water inlet pipe that would freeze when it got to minus 10. Windows with half inch gap between the wall and the window frame, evesthrough machine screwed to non-structural vinyl slabs that would fall off when they iced up. No air conditioning, no room for diswashers or microwaves. Living in the 50’s, but the year is 2001. But the rent had to be the same as the off-base economy so as not to compete unfairly… The rent going up each year, matching exactly the overall pay raises. I could go on. “It’s a different pot of money”. So they renovate and put another coat of paint to kick the can down the road. It’s a good thing there was a WW2, otherwise we wouldn’t have half the stuff we have now. The base HQ is always the nicest building though. Now only a cretin would assume facilities built for a 60,000 men army could house the million he’s planning to import. How about this: we employ the “newcomers” to renovate the luxurious facilities tht housed military personnel in Churchill, and then they can also fix the railroad leading there while they are at it. Work camps were good enough for workers, so if you are a refugee it should be paradise.
