Who called this meeting? I would say it must have been called around early evening. Giving time for ministers to finish doing whatever they were doing, put on clothes and briefs and order the car. Then they have to travel from wherever they were.

Perhaps the NDP gave notice that they will no longer go along with the coalition agreement (or supply and whatever agreement). If true, then like a poster above, I think that Trudeau will prorogue Parliament instead of risking a non-confidence vote.
