Yes,and the reason they usually encounter bias is because of past performance by former convicts. I worked with dozens of ’em for years and found that there is a certain mentality that runs through most of ’em; they don’t want to have to work hard for a living and they think we are a bunch of dumb assholes because we DO work hard AND obey the laws. They enter a life of crime because it is easy, NOT because they are victims. Most I knew came from just as good a background as me, but I had parents who taught their kids morality,ethics, integrity and duty, and right and wrong.

I’m kinda on the fence with this one. Do the crime, do the time. I have no problem with that. But should the time be permanent. That is the question. It’s almost as if the system is rigged to keep em coming back. And with the judicial system trend towards political prosecutions, how long until law abiding citizens are turned into criminals with arbitrary prosecutions and retroactive laws, like gun ownership, and having those convictions used against you from a prospective employer who doesn’t share your ideology.
Think about that one.

You can make 50-100+ G’s per year in the trades or you can play Ookie Cookie in jail and make yourself sick.
Canada offers record suspensions to anyone convicted of a crime[1] if they have no charges for a period of time after serving their sentence. It used to be five years; the CPC increased it to ten. A record suspension means that your criminal record will not show up in a background check outside of vulnerable sectors.
I think ten years is a pretty big chunk of one’s adult working life, but the point is that there already exists a mechanism for allowing convicted felons to put their past behind them and fiddling with the waiting period seems like a simpler solution than outright banning criminal record checks.
Assuming that your motivation is actually Public Safety, that is.

Do remember back in the day when a less-than-stellar man and his family moved next door to my parents. Dad had been a school teacher for many years and knew the man back in the day when he was being less-than-stellar. As far as my parents were concerned, they were great neighbours, to the extent that Dad wanted him to look after the house while he and wife were away. The man regretfully refused on the grounds that – should anything go amiss – he’d be the first person the local constabulary looked at. Dad understood but was sad about the reason for the refusal.
