The B149.3 Committee deals with natural gas and propane installation codes. Our new source is a subject matter expert in oilfield burner controls. These controls are covered under B149.3.
I got my coffee and took a seat at the back, beside a big window, commanding spectacular views of the parking lot and the rubbish compactor. In time, my source arrived. It turns out this guy’s retired now, CSA can’t harm him for talking.

Little conflict of interest here, little conflict of interest there…soon we’re talking about real money.
People have this conceit that the west isn’t corrupt. Or even less corrupt than other regimes. Or that they aren’t police states. People are stupid.
I was wondering about kick backs myself. This needs to be looked into and who got the money???? It happens all across Canada!!
Was it not Sarah Palin that first brought to prominence the phrase “Crony capitalism”?
It is impressive reading of the work of Messieurs Knight & Co shining light where wickedness dwells and breeds in the dark underbelly of bureaucracy.
Knight and Co need more than some medal of honour and I do hope that with the use of Kate’s platform real Canadians start to hold their elected representatives feet to the flame. That would be a real good news story.
“Rent Seeking”.
Where would the “green” industry be if not for government regulations? Government regulations are their lifeblood, because the free marketplace rejects everything they proffer.
The single greatest thing that MY President has done/been doing is dismantling the complex labyrinth of EPA regulations that have been strangling business for no demonstrable purpose. And I am praying that MY President can take down the single WORST regulation ever instituted by the EPA … their “finding” that Co2 is a “pollutant”. A finding relied upon by the SCOTUS.
Fun fact; CAN/CSA B149.whatever, is actually NFPA 54 that was put on a photocopier with a different title page. I called CSA about twenty years ago for a clarification on something and the guy I spoke with didn’t know this, he thought they had written it. The office I worked at had both codes, so I compared them. At that time there was not one word difference between the two.

So, you know how everything you buy costs 10% less in the USA than it does here, after you control for the money difference?
This kind of thing is why. It is -everywhere-.
Bureaucrats write rules to benefit bureaucrats. Lawyers write rules that require lawyers to interpret them. Rent seeking is a universal trait. Government by lawyers, of lawyers, for lawyers.
If you didn’t need 1 million people staffing CRA, to correctly interpret the tax code, then those civil servants would have to decide between tag heuer watches and villas in the south of France.
Kleptocracy.
Works real well at first.
Once the host’s finally figure out how badly they have been used, abused and lied to, it can get real interesting.
The Barons and Lords had quite a run, their natural replacements want to set it up again.
Canada has been a full blown incestuous crony controlled country for decades,Kleptocracy works great with good propaganda and a really stupid citizenry.
Reform is impossible by civil means, once the thieves hold Power of Law.
Government is theft by force here.
The last time a Kleptocracy got
Reformed” was by the French Peasants.
Madame Guillotine will sing again.
silly question; was this CSA crapola going on during harper’s time in the pmo?
we need to point the fingers in the right direction on something like this.
Im not and never was and never will be a ‘fan’ of the harper.
This behaviour by CSA goes back 50 years and more. It just gets more established and egregious over the years.
I train lots of people – including hundreds of teenagers working at gas stations – in the “storage, handling and transfer” of propane. Otherwise know as 149.2 Code.
Frankly speaking, the whole ‘industry standards’ thing is a joke. Look on the collar of your own BBQ cylinder. You SHOULD see either WC 48# or WC 21.6L. I’ll bet yours MAY say either W21.6L or more likely just 21.6L. Ditto for what is called the empty cylinder weight or TW. These are the numbers used to determine the correct maximum fill for that cylinder.
Moreover, the certification date (renewed every 10 years) completely lacks standardization and is often so painted over that even I frequently have trouble finding or reading it. There are thousands of kids across Canada filling these BBQ cylinders – which contain sufficient energy to turn a two story house into kindling – everyday. Yet the industry can’t get it’s act together to standardize these simple stampings.
I have dealt with this in the real world. You can’t get the propane or gas co-op to connect you unless you show them your gas permit with B149 compliance. You can’t get that permit without a journeyman gas fitter to sign it. You can’t find a journeyman gas fitter that has experience with oil & gas who will touch this with a 3.05 m pole. Interesting enough the B149 burner control companies will gladly sign your permit (for a fee).
I am curious to see someone try and sell an abridged version of CSA Z662 (the pipeline code which is enshrined as law) like TS Knight does with the electrical code 🙂
