To me, what Trump is up to is setting up a deal and increasing the strength of his bargaining position. The question then becomes, what is it that Trump wants from Putin? To say the least, Trump is no fool. He knows that any attempt to economically weaken and politically humiliate Putin would be the worst possible mistake. Trump knows that you never push your adversary into a corner where he nothing to lose.
High on Trump’s list would be the return of Crimea. Putin has invested a lot of political capital in the annexation of Crimea. Crimea is his big bargaining chip. But he will not withdraw unless he gets something far more valuable in return. And what would cause Putin to withdraw from Crimea? Putin desperately wants one thing: To make Russia great again. To do this he needs two things: national wealth via a much improved economy and prestige by being treated with respect militarily. Trump can provide those two things by encouraging massive investment in Russia and pulling back NATO forces camped on Russia’s doorstep.
Still higher on Trump’s agenda is regional stability. Trump wants Putin to succeed. He wants Russia to succeed. A prosperous Russia can be a stable friend and ally. But why would they need to be allied? Because there are very unstable forces at work in the world and these forces are best dealt with by having the major powers in general agreement about how to deal with them.
This business with Russia will work out because both America and Russia are led by two men of strength and intelligence who share a common goal: making their respective countries great again.

That could mean many things but Trump is betting that Putin will give up Crimea and quit supporting Shia Iran in return for a robust economy and a secure military relationship with the U.S. Putin, in turn, will want the U.S to quit supporting the Sunni Gulf States. Both of these relationships are relationships of convenience as both Islamic factions will soon find out.
If Russia is helping to support itself by selling arms to unsavoury regimes then that is something that will be on the negotiating table. Then there is China. China helps support itself by selling arms, also. As part of a new political order Trump will demand that both of these arms suppliers curtail their activities and the big carrot will be access to the U.S. market. That is why it is doubly important that the U.S. economy rebounds.
