A federal department briefing note says that organized crime is suspected to be operating in the public sector, although the specific federal offices that are allegedly involved went unnamed.

“It is also suspected that organized crime groups are also involved in areas of the public sector,” said the memo from the Department of Public Safety, titled “Organized Crime” and obtained by Blacklock’s Reporter through Access to Information.

The note estimated about 26 criminal gangs to be active “within Canadian public sector agencies or departments.”

“According to the Criminal Intelligence Service of Canada [CISC] the principal motivating factors for corruption in the sector are familial connections, romantic relationships and monetary benefits,” it said.

Yes, and one of these shadowy organizations operates as the Liberal Party of Canada. Speaking of which, has Jerry Diaz been charged with anything yet?

“They’re relying on the good grace of donors to just not ask too many questions? That’s just wrong. It’s a breach of trust,” she said.

The documents show that schoolhouses were routinely double-, triple- and quadruple-matched to large donors, a practice confirmed to The Fifth Estate by former WE employees. In one example, eight major donors are stated to have funded the same schoolhouse.

Then again they seem to have missed some well known, key details.

The point here is plain. Why does it take months to make a ruling on what is, substantially, a very limited and understood question? Did Justin Trudeau’s engagements, his multiple appearances as a high-banner speaker at WE Day events, and his therefore obviously friendly relationship with Craig and Marc Kielburger, play any part in the decision, since abandoned, to pay the brothers’ WE Charity up to $43.5 million to run a program worth almost $1 billion? Were any other organizations consulted, offered an opportunity to apply for management of that program, or was WE plucked out because of its high profile with the prime minister? Was this a plain conflict of interest or the plain appearance of a conflict of interest, which in this context, are more or less the same thing? […]
 
There’s nothing complicated here. The Kielburger brothers almost got the administration of a huge pile of public money. The Trudeau family had received financial benefits from said brothers. The prime minister, both before taking the highest office and when in it, was a full-throated participant, speaker and endorser of WE and the Kielburgers. His mother received a boatload of fees. His brother somewhat less. His wife showed up at their stadium galas with all expenses paid. The Kielburgers — before they backed out from the controversy — were in difficult times, their organization tottering from mass resignations.

Also @brianlilleyNew Democrat MP @CharlieAngusNDP grilling the Kielburger brothers about the massive amount of rent written into the budget for using WE Charity buildings as part of the Canada Summer Student Grant. They responded by insulting Angus and saying he didn’t know how to read a budget.

WE Charity: Double Selling

A prominent donor to WE Charity has alleged that the charity was “duplicitous” in its relationships with donors and has failed to provide a proper accounting of its use of donor funds in Kenya.
 
Reed Cowan, a U.S. television journalist who estimates that he has mobilized millions of dollars for WE Charity, told a House of Commons committee that the charity had misled donors by promising sponsorship of the same Kenyan school to different groups without their knowledge.
 

Mr. Cowan said he has repeatedly asked the charity for a full accounting of all funds raised by him and his team of donors. “As of this date, I have not been provided that accounting,” he told the committee on Friday.[…]
 
Mr. Cowan had travelled to Kenya in 2007, on the first anniversary of his son’s death, to open a school in his son’s name. He said he was inspired by seeing Craig Kielburger, co-founder of WE Charity, speaking about the schools on an episode of Oprah Winfrey’s television show.
 
Recently, however, he discovered a video of the same school, emblazoned with the name of another U.S. philanthropist. The video, he said, “suggests damningly” that the charity had already held an opening celebration at the same school for a different donor.

Less than two weeks later, the same ceremony was held again for Mr. Cowan’s donor group with the “same people, same songs, same everything – different plaques,” he said.

You Can’t Keep A WE Man Down

The list of 19 staffers who have been assigned responsibilities in the campaign to elevate Morneau to the top job at the OECD includes public servants working in communications and media relations, policy advisers and analysts, diplomatic outreach and protocol officers, an assistant deputy minister responsible for strategic policy and a number of GAC staff who regularly liaise with the OECD, among others.
 
These officials will provide Morneau with “strategic policy advice, advocacy and support,” “communications advice and support,” and “coordination of diplomatic outreach.”
