Back in the 1980s the Canadian Airborne Regiment, at Petawawa used to go past in double time singing “I wanna go to Mozambique; Kill some effing commie creep.” Those guys scared the shit out of me. 2 years later, no answer. I persisted. no answer. I persisted again, they claimed to have no record of my inquiry, so I started writing it all out right there in the constituency office and was promptly threatened with a goddamn trespassing charge.

Foreign aid works like this.
The libranos make an announcement that they are going to spend 500 million on some pet program (birth control, or women’s health) in Africa. Then they contract out the distribution of the funds to some librano friendly NGO (read quebek) to administer the funds. These things cost money, big money. So 50% or more gets siphoned off the top to ‘consultants’ and program operatives.
Delegations are sent to Africa BWO Paris, Rome etc. No expense is spared to get the good work done. Finally a paramount chief is contacted. He is only too happy to help distribute the funds to the appropriate/deserving recipients (him). He takes his cut, this guarantees his silence. 5 % of the original might make it to the intended.
In the end everyone gets greased up maybe even the trudeau foundation. A report is written outlining the success of the program.
It sits unread for a few months and is then discarded.
While were at it, what is a Ministerial Pass worth to some 3rd worlder? The one that gives you automatic entry to Canada. You get off the plane in Toronto, flash your pass and go directly to awaiting transportation. No nasty questions at customs. Think the Somali warlord Minister running immigration would sell them??? Just askin’
