The visa was put there for a valid reason, unless you simply believe the Harper government acted out of bigoted beliefs. Now that millions of illegal Mexicans fear removal form US and are loathe to return home, they are apt to try their luck here. A Visa requirement by itself might not end the onslaught but it could have helped.

You are dead wrong. If someone wants to immigrate to Canada testing their support for Canadian values is exactly what the government should be doing. This need not be onerous. The government used to interview those seeking citizenship. There is no reason why the screening of new immigrants should not include some assessment of their level of support for such things as democracy and equality. It would not be foolproof, but it at least impresses on newcomers where Canadians stand. In Holland they used to . . . and possibly continuing . . . would test immigrants tolerance for gays by forcing newcomers to watch gay porn. I thought this was a bit much, but now I better understand what they were attempting to do.
