It’s acceptable grammar. Either one will work.
If you are looking for the very subtle distinction between the two (from a UK English speaker):
“The nation” is referencing a very specific nation, normally the nation of the speaker.
“A nation” is less specific, it can refer to the nation of the speaker, or some other nation.
In this case, my inference would be that the state in question is the USA (but could be wrong, maybe they mean the nation of “right thinking people”), but that is not the nation of the protester.
Last I checked San Fran was in the US.
I get the feeling that by writing “a” they meant that they do not belong to the US as a nation. They still live there, but distance themselves from the land that feeds them.
