Under the recently introduced bill, people would not be allowed to keep their dogs outside even during perfect weather unless the dog has access to shelter that meets a strict building code. That code stipulates that the shelter be waterproof and windproof, built three inches off the ground, out of material that does not conduct heat or cold and with a 6-inch awning covering the entrance.
 
The outdoor dog ban would apply to fenced-in backyards, even if they have big shade trees. It would apply to fenced-in runs at dog kennels. It would apply to a partly cloudy day with a 70-degree temperature. Senate Bill 551 would also ban hay, blankets, or other materials that can retain moisture, no matter how frequently the bedding is changed.

  1. Interested to see what they are going to build the dog houses out of. Can’t conduct heat or cold. That’s a pretty restrictive requirement.

    1. Well, the bill actually states “…not be constructed of metal or any material that readily conducts heat or cold”
      What does readily mean, that’s the 64,000$ questions, or maybe the 64 days in jail question?
      The bill also states that the shelter must be windproof and waterproof? Resistant maybe, but proof??

      But wait, it gets better…”No person who has the duty of care of a dog may knowingly leave the dog outside and beyond the visual range and physical presence of the person, regardless of access to an outdoor shelter, for more than 15 consecutive minutes in
      an area in which a severe weather advisory or warning has been issued by the National Weather Service or if the temperature is below 32 degrees Fahrenheit or above 90 degrees Fahrenheit.”

      So, go to jail if both you and your pooch happily go to sleep at night when the weather is freezing, doesn’t matter if it is a snoopy doghouse with pool table, bar, and heated jacuzzi, you still go to jail.

      This bill is so poorly conceived and written, it is like the turdo virus is spreading. Surprised not to see that the dog’s dish can’t be made out of plastic.

    So much empty time on their hands.
    We need a famine.
    This reminds me of the Veitnam Protestors who announced they would be napalming a dog,to protest the war.
    Their critics were livid,the protestors response was golden.
    “Dog bad,people okay?”

    Here these same ratbags will not lift a finger to help their fellow man,but can spec out doghouses to the nitpicking details.

    1. I had a male Samoyed for a while. He slept “naked” in the snow. Want to warm your hands, stick ’em in his coat at -40 C. Like turning on the heater. He eschewed my “Cabine de Chien” and slept/watched with black nose covered by white paws in the snow…the better to crunch on sneaky Ravens trying to steal his meal and got too close. He never missed!

    Noooo, can’t be.

    Perhaps their wish is to create more ‘green’ jobs and in future there’ll be “Dozoos” and Dozoo Petting Farms. Question is will they be Government run or part Private Enterprise? Will there be affordable dozoos? How much will one be fined if caught with a dog at home?

    How about Cats? Oh, yes, we have Cat Houses already, shall not digress here.

  4. Little brother has stepped in to control just one more aspect of people’s lives. PA should figure out how to keep their highways in good condition before worrying what kind of dog house is in someone’s backyard.

  5. We would have been in big trouble. We had a Pyrenees mix that loved being outside in the coldest of winter days and refused to go into her very nice dog house under any circumstances.

  6. Really what’s going on here is just another little step in the Regulation Of Everything. If you can spec a building code for a dog house, then you can have dog house inspectors, and a whole brand new department.

    They don’t actually care what happens to the animals. What they’re after is that new department, and all the juicy side deals and contracts that come with it.

  7. The law is clearly supposed to be a trap for “diverse and vibrant” merchants of contraband operating out of private homes, who keep dogs outside in all weathers for security, just in case the “pigs” show up uninvited.

    Of course, if you think anybody who isn’t a law-abiding white man will be indicted for animal cruelty under this law, you must be new here.

    A sensible law would merely add dogs to a long list of things the “diverse and vibrant” have no business owning, including guns and motorized vehicles.

    But of course, in a world that sensible the “diverse and vibrant” would not be an issue at all.

    I called the californicate DA’s orifice yesterday to inquire how their ‘3 strikes’ rule is fairing.
    the one pushed by the prison guard unionboy lobbyists.
    the one that gutted the edjukayshun budget, infrastructure budget, welfare budget, etc budget budget budget.
    all to ensure 3 time shoplifters did 20 years harumph harumph.
    and provided lots of zhob security for the prison guards in the nation with THE highest incarceration rates

  9. Some dog owners are the ones to blame. Tell me you hadn’t seen a dog in freezing weather laying in water , snow or Chained to a post with no shade or water in summer heat.

    1. Sure I have. Same dog for nearly 15 years. Looked okay to me, lived a really long life.

      Its not your job to tell other people how to keep their animals, Mr. Keener. Well, unless you want me coming around and telling you how to keep yours. I have some opinions on the matter I’m sure you’ll find appalling.

      Maybe spend some thought on the children in your town that aren’t doing well and how you might help them, leave people’s pets alone.

  10. Put a straw bale next to an empty dog house and see where your dog sleeps. For the record, My doghouse meets all the requirements outlined, except I keep it full of fresh straw. My German shepherd didn’t even bother with it until it got down to -35. She just slept on the step.

    Also, before anyone wants to challenge me on the build of my doghouse, I made my kids go in there and tell me how warm it was. They said it was really warm.

  11. Our part Husky rescue dog (from everyone’s favourite fish broth brew site, Attiwapaskat) used to just lay outside on the deck in the snow – 2 inches, 6 inches, 2 feet – didn’t matter to him.

    The only time I ever saw him uncomfortable was while we were snow-shoeing on the lake a couple of years ago and it was -32C out. He had a coat on but his feet got cold so we quickly turned around and taped some thick ‘people socks’ on his feet. After about 3 minutes he thought it was great and had a ball after that.

      I adore and defend doggies the older I get.
      Im at that peculiar age when acquaintances etc are dying off.
      Im left more alone that way.
      then I take my doggies for a walk and everything in life is fine again.
      I have autism and CANNOT ‘size up’ people.
      my doggies do that for me.
      *every nickel* I spent on their care and maintenance I write off my I/C taxes attributed to their
      function as guard dogs for my rental property.
      Molly the cat however, couldnt care less about it all.
