Elections Canada doesn't care if you're Canadian when you vote

Angelo Persichilli points out a strange (or is it, actually?) reality in the Toronto Star, sometimes good for something:

Could foreign voters swing the election?

According to Canadian law, only people with Canadian citizenship can cast a ballot, but Elections Canada has no mandate to make sure that all those going to the polls are Canadian citizens.

That leaves the door wide open to consistent and repeated electoral fraud, mostly perpetrated by unscrupulous political organizers exploiting the good faith of new immigrants.

The problem starts with the voting card. Elections Canada sends them to all people whose name is on the National Register of Electors. But this register is prepared using lists borrowed from many different federal agencies, including Revenue Canada, provincial and territorial motor vehicle registries, and citizenship and immigration. The problem is that the people on these lists are not necessarily Canadian citizens, but may be just residents or landed immigrants.

According to the law, to get on the list you must have proof of identity and residence to register. Furthermore, the law establishes that you might be asked to prove your identity when you go to vote.

Yet although the law says that only Canadian citizens can vote, nowhere does it say you will be asked to prove your citizenship. In fact, the most you can be asked at a polling station is to prove your identity by showing a “legal Canadian document with a picture,” such as a driver’s licence. But these documents prove residency, not citizenship. The only document that can prove citizenship is a passport [not so, a Canadian citizenship certificate does too, and Citizenship and Immigration Canada also accepts birth certificates], and no one is empowered to ask for that...

In fact reality is even more bizarre. The irony is that Elections Canada will not accept a Canadian passport alone as proof of identity when voting--this has happened to me. The reason is that one writes in one's address oneself in the passport; according to Elections Canada that is not independent proof of where you live and thus you might be trying to vote in a riding other than the one you really live in (big risk of lots of people doing that, eh?). But a passport, along with a Hydro bill that gives your address, is OK--see this Elections Canada page.

As Mr Persichilli highlights no documents they suggest actually prove Canadian citizenship. Our government expects foreign governments to accept a passport as complete proof of identity but Elections Canada will not (Option 1) at page mentioned above). Absurd.

A friend of mine made this interesting comment:

"It's also important to note that the author is Italian. How many WASPs would have the guts to say this?"

Certainly not one such as the multicultural, metropolitan loving Inimitable Ibbitson of the Globe.

Civic and provincial questionnaires and documents from Revenue Canada often ask recipients if they want to share their information with Elections Canada.

“They just check the box unknowingly or not understanding why,” Saulnier said.

Again, they "prove" residency. NOT CITIZENSHIP.

I make it a point to not check the voter's list box but I ended up on it anyway so that is BS.
This is the same tactic as registering illegal Latin Americans in the US.
Looks like the Libs didn't just buy Democrat software they liked it so much they bought the lawlessness to boot.
Elections Canada, What me worry? It's illegal but so what I'm pensionable soon.

Sometimes it is just so embarrassing to be Canadian. Does every one have a birth cert or passport or both, or a Cert of citizenship. How hard is that to ask for and produce if asked at the polling stations?

Sorry, but the Great Blessed Charter prevents us from doing anything effective about this problem.

And threatening a $5000 fine which the person wouldn't pay is just silly,our laws have no teeth,and the whole world knows it.

The "elephant" in this case isn't even mentioned, namely,ethnic communities where unscrupulous organizers do everything possible to thwart the rules we have in place to ensure an honest process.

Ask anyone who's ever worked on elections in Surrey/Delta B.C.

We Canadians MUST make damned sure that we vote instead of sitting on our asses and assuming our guy will win,that's about the only realistic way to beat these shysters.

Do we really want a government issued citizenship number with photo? what next, microchip implants? There should be a means of proving citizenship, but if it comes down to birth certificates, what happens to those that renounce citizenship and return to Canada when they've seen how the other half lives? Homeless people shouldn't be disenfranchised as they don't have a "fixed address" or hydro bill, not everyone with a fixed address has a hydro bill either. I doubt a one option suits everyone type of solution will solve this problem.

I'd be just as happy knowing that people have only voted once, on election day only, with advance voting absolutely forbidden, and having to dunk everyone, yes, EVERYONE's finger in purple dye.
Don't like purple dye? oh well, I don't care. Don't have fingers? dunk your nose in it, I don't care. Won't remove your burka? don't vote, I don't care.

And if someone tries to sell the idea of electronic voting machines to Canada, shoot them, er, with a camera for future reference, then look at what's happened in Venezuela.
Paper ballots only.
Purple dye on your finger.
No advance polling.

The Elections Canada section of the tax return also asks if you are a Canadian citizen. If you are, then you are to answer the sharing information question.

Confirmation of citizenship should be required when voting, although impossible to determine who is or is not a "natural" Canadian. (Might have used the wrong term, but you get my drift)

I once got dragged into a revenue canada investigation on fraudulent unclaimed rental income.

they claimed cancelled cheques with the *same amount*, *once a month*, to the *same payee* with 'rent for this month' embazoned on them ........ were not proof of rental payments. that would be much like the IRS in beloved 'mercuh.

I really don't have as much issue with non citizens voting in our elections as some others seem to have. I prefer that any landed immigrant that has lived in Canada for 3 or more years be given the opportunity to vote. However I would exclude people like the Count MIA Ziffy who although a Canadian citizen has not lived in Canada for decades. Maybe my prejudice comes from knowing quite a number of immigrants who say if they had the vote they would vote Conservative.

We can't control our borders because the Supremely Appointed Liberal Court says so, and we give away our right to vote to non citizens. And Ignatieff was whining about the 2.8 million expats who have not been inside Canada in the last 5 years or paid taxes in Canada in the last 5 years not having the right to vote for his Entitlement Programs. This country does not deserve to continue. And will eventually be broken up into smaller nations.

I'm appalled at how easy it is to steal an election in this country, first unregistered polling stations that I deem illegal polling stations and now non-Canadians are getting voting cards.

Well soundofmusak I guess your idea of stupid and my idea of stupid are a bit different. Stupid is allowing people to retain their citizenship when they have no interest in Canada, living in Canada or working in Canada. People like Count MIA Ziffy. Stupid is maintaining citizenship for some clown who needs a convenient travel insurance. Like the Lebanese who needed rescue when war broke out a few years ago. Stupid is allowing Canadian citizens to break the electoral law by letting them vote in vote mobs such as the U of G.

Allowing a person who has done everything legally required to live in Canada, considers Canada his home, works hard to support his family here in Canada, owns a business here in Canada, pays his taxes here in Canada, who is a few months shy of getting his citizenship here in Canada to vote in Canada is not as stupid as it sounds.

Allowing resident non citizens to vote is not fraud Rose ole tea cup. Its an administrative, legal decision. Right now it is illegal for non citizens to vote which is an administrative, legal decision. Reversing that decision is not fraud its reversing a decision. Once upon a time it was illegal to be gay. Now it is legal. Once upon a time it was illegal to get an abortion now it is legal. Laws are regularly reversed. No fraud involved.

So whom do I think would make a better choice during an election? Person 1 who is 40 years of age. He has been happily married for 15 years and has a couple of kids in school. He started his own company and now has a permanent staff of 10. He is an elder in his church and sets aside a good portion of his income for charitable purposes.

Person 2: When he is in university he lives in dorm where he is known as the party animal. He has been in dorm longer than most because all the people he started university with have their BA which he has not yet completed. Partying and writing papers don't go so well together.

Person 2 is one of the lucky sperm club and was born in Canada. His views, shaped largely by the classes he attends tend to be Marxist/socialist/progressive. He has the right to vote.

Person one was born in a land torn apart by war and competing ideologies. He was forced from his homeland by the communist thug that runs the place and he met and married his wife in a refugee camp where their children were born. A Canadian church sponsored him and his family's immigration to Canada and he vowed he would do everything he could to repay the kindness he received from Canadians by working hard and giving back. He doesn't have the right to vote because some bureaucrat won't sign his citizenship papers.


Person 2 might vote if the polling booth came to his school and he thought one of the parties was going to pay his way through school. Cause, like, its his right as a Canadian citizen to have it all and have it now from the all powerful all benevolent federal government man.

Joe any country that allows all to vote that are not citizens very soon is no longer a country. And who will decide which of the so called worthy non citizens should get the right to vote. If you allow any non citizen to vote you have to allow all to vote. Why bother having a country. Just throw open the borders and lets vote for who promises us the most bling bling and to hell with the country. Oh Yah, that's what we already do in Canada. While we are at it we may as well complky with Mr. Ignatieff's request and let the Millions of Expats who live all over the world, vote as well. They may need operations or hospital care or some entitlements like if a war in Lebanon happens Canada can spend millions getting them out of a jam. And then they can return to Lebanon later when the killing slows down. Canada is fast appraoching the point were it will soon cease to exist. Maybe it is time to break it up into smaller nations.

Rose I think you should go back and read what I wrote. My criteria for voting is 'long term residency' as opposed to accident of birth. Count Ziffy MIA would not even be eligible to run for office under my rules until he lived here in Canada for 3 continuous years immediately prior to his run. A Canadian of convenience would not be able to vote or expect protection from our government. You want to make Canada your home and have proven it by your actions i.e. working, paying taxes, not breaking any laws, helping your community, then you are entitled to vote.

Joe casually side-steps an important issue...legality.

It is irrelevant whether or not a landed immigrant will qualify in a few months.

The important issue is, is this guy a citizen?
It's one of those matters that is aye or nay....no maybe.
Nothing is a bit illegal...like being a little pregnant...either it is or isn't!

Attesting citizenship is not difficult...just use the procedures that are followed for a passport, a NEXIS or FASTCARD.

Joe, there are plenty of good folks in Canada, that have never paid taxes, don't work at regular jobs, and don't break laws... For example a large group of these folks used to be known as "housewives" and that's not even close to a "regular job" ;)
People are entitled to vote in Canada, by citizenship alone, not by being "good". If some folks cannot vote in any given election, perhaps in the next election, next month, or next year, they'll have gotten their citizenship papers in order.

I think the larger threat to democracy, are people that vote early, vote often. This could be eliminated by outlawing advanced date polling, creditable identification, and purple dye on your finger.

I don't agree with people in prisons being allowed to vote and count their vote in the riding of their choice, once again the Supreme Court meddles where it shouldn't. Perhaps if Parliament wasn't so afraid of using the notwithstanding clause...

First of all let it be said that I have never helped or encouraged anyone to vote who is ineligible. However I would prefer that we tighten the definition of citizen to someone who actually qualifies to, is asked to, wants to, and in fact does live in a Canada for a set period of time. Let's get rid of the goofy idea that because you were born in a country 60 years ago you are now able to run for prime minister after you have been absent for 30 odd years. Or that the government of Canada is supposed to rescue your sorry butt because you decided to live back home which is in a war zone.

I find it difficult to understand why it is deemed necessary to Police polling places. I can understand that the Polling folks can prevent simple mistakes like the wrong place, but they don't have the expertise to verify everything.

Is it because some Pll are silly children that need protection from self-incrimination

The Law is clear "You Must be A Citizen" and when you sign the voters list, a Public Document, you are declaring that you met all the requirements of the Law...It is not a crime to make a false declaration to a Government Agency?

In this age of Information that declaration will follow the person for life...We don't have to chase them,, they Zero themselves

In California, the only thing you need to register to vote is proof of residency (such as a utility bill) and YOUR SIGNATURE attesting that you are otherwise eligible to vote.

Once on the voting rolls, no one ever questions or tests your citizenship - ever. No one is even allowed to ask for your I'd.

It is not only a simple matter for illegal aliens to vote, with absentee ballots it's simpler to manufacture eligible voters and fill out as many illegal ballots as you can.

When you compromise the integrity of the ballot box, then democracy is a sham.

Absurd is actually synonymous to Canadian.
You just don't realize that as you as a nation refuse to accept any ideas, that don't match your own.

Take for instance the absurd of the situation that I found myself in, when Revenue Canada used the chequing account # from my very 1st tax return to dump (apparently my wife's) child tax benefit into, but would not talk to me about that, because of the privacy of my wife (she did not speak a word of English at the time).

I've asked the supervisor of the supervisor why they gave me all 'her' money but would not talk to me and he said it was 'to respect her privacy'. I've said 'thank you for the cash' and hung up, took a day off and drove the family to their office across Toronto in a cab to resolve the issue. Morons.

When I was here on temporary work papers, I got sent a voter's card. I sent it back and asked them if they were morons; obviously, they are.
