Much easier to intimidate small families than large ones.
When Women figure out that society really has no protection any more. That only having children is a form of security . Will Women start having children again in this Nation.
When a call from the police scares Urbanites more than a gun, will freedom start to rise again.

It's not just that. Ahmadinejad want Iran to lead Islamic nations (aka umma) but that is difficult to do without large population. . Unfortunately for theocratic government, Iran has lowest population growth in all Middle East. Iran also has unemployment problem. One of the reason for that is women education, even with women's quota on some university subjects majority of students in Iranian universities are women. Educated Iranian women are getting married later, they are choosy whom they marry and they want to work. On the other hand uneducated women will have many children, will be under husband control and will not want to work. So getting money to young couples, particularly in rural/small towns area, will solve some of the Ahmadinejad's/Khamenei's problem.
