I dunno, my car isn't state owned but I still have to have headlights and brakes that work... I think it's called regulation?
And Norway's rigs aren't state owned, they are contracted.
The oilfield may be state owned but Statoil contracts rigs like everybody else.
They started using acoustic valves in 1993 and had a huge well on the Ekofisk Bravo platform blowout in 1977.
The West Vanguard also blew out in 1985.

AUGSBURG, Germany — A German court on Wednesday sentenced a Canadian-German arms dealer, who was a key player in a party funding scandal that helped propel Chancellor Angela Merkel to power, to eight years in prison.
Karlheinz Schreiber, 76, who holds dual Canadian and German citizenship, was found guilty of withholding more than 7.5 million euros (9.7 million dollars) in taxes between 1988 and 1993 by a court in the southern city of Augsburg.
The presiding judge said that Schreiber’s statements during the trial were “not credible.”

CBC has a story up on KHS's eight year sentence. It is not in the Canada part but under world news and politics. I am wondering when the calls for a public inquiry to investigate the dealings that CBC had with this man.
