The UN’s top climate change body has issued an unprecedented apology over its flawed prediction that Himalayan glaciers were likely to disappear by 2035.
The Intergovernmental Panel on Climate Change (IPCC) said yesterday that the prediction in its landmark 2007 report was “poorly substantiated” and resulted from a lapse in standards. “In drafting the paragraph in question the clear and well-established standards of evidence, required by the IPCC procedures, were not applied properly,” the panel said. “The chair, vice-chair and co-chairs of the IPCC regret the poor application of IPCC procedures in this instance.”
The scientist behind the bogus claim in a Nobel Prize-winning UN report that Himalayan glaciers will have melted by 2035 last night admitted it was included purely to put political pressure on world leaders.
Dr Murari Lal also said he was well aware the statement, in the 2007 report by the Intergovernmental Panel on Climate Change (IPCC), did not rest on peer-reviewed scientific research.
In an interview with The Mail on Sunday, Dr Lal, the co-ordinating lead author of the report’s chapter on Asia, said: ‘It related to several countries in this region and their water sources. We thought that if we can highlight it, it will impact policy-makers and politicians and encourage them to take some concrete action.

Christopher Booker of the Telegraph has a story that shows Pachauri’s own employee at TERI was the source of the bogus glacier claim. Now the corruption comes full circle.

Quebec and Ontario stated their position with the IPCC at Copenhagen. Bad news is coming for the IPCC on a daily basis, Hansen, NASA, GISS (think why use 7000 thermometers when 1000 will do even if they're 1200 km apart) are being shown to be as guilty as CRU. We are hearing the sound of settled science and with every additional sound there is is another nail in the IPPC AGW fake crisis.
When will the politicians wake up and realize they have been funding the biggest scam in scientific history.

He was bemoaning the loss of animal habitat, the pollution of our waterways, and the dirty air in our cities. These are all problems worthy of correction since there are solutions that don't involve shipping tons of cash to some third world dictator. I didn't hear a word about the chimera of global warming.
However, I am certain that Suzuki and his panic mongering brethren are studiously working on some scheme to turn this issue into another money making enterprise for this liar.
Hansen and Suzuki have both advocated that politicians who don't agree with should be put in jail. Maybe before this is over the shoe will be on the other foot and people like Mann, Schmidt and Jones will join them. I wonder which side of the fence Briffa is now on.

I always noticed that when Bush talked about climate change and that he believed in it (because his advisors told him it could be real), he always talked about it in terms of energy independence.
I've noticed the same thing with Obama. Whenever he talks about climate change, he always mentions energy independence.
I think the CIA angle is therefore the energy independence angle. It is strategically important for the US to not have to depend on foreign oil so I think that climate change is a convenient way to move towards energy independence. That's why Bush was pushing off shore drilling, nuclear power, the new clean coal technologies, etc. (and not being very successful because of all these greenies).
Obama knows this for sure but a lot of his support comes from the extreme left wing and he has to play the political game of wait and see, as public opinion changes, which is very smart. It was interesting to see that in Copenhagen, Obama wasn't really going to do anything unless China really did something - the rest is politics.

Then again, it could be argued that the anomalies seem quite consistent across the globe. North America, Siberian, England and India have all recorded similar trends.

“Scientists must be allowed to question claims fearlessly, especially those that relate to medical care, environmental damage and public safety, if we are to protect ourselves against dubious research practices, phoney treatments and vested corporate interests.

Pachauri’s reaction to the original revelation was widely reported to be that he claimed to have “absolutely no responsibility” for the mistake. But – leaving aside the obvious fact that, as Chairman, he is ultimately responsible for the content and standards of the report – he is himself rapidly emerging as much more of an issue than even a few errors in the 3000 word document. Much of his trouble, rightly, stems from his outrageous reaction to an Indian paper late last year which suggested that the glaciers were not vanishing quickly – dismissing it as “voodoo science” and adding, hubristically: “We have a very clear idea of what is happening in the Himalayas.”"

How big do you consider the goof-up on dates (of glaciers melting) and will it change the ongoing climate change talks?
We realised it was a mistake and stated that very clearly in a statement. I don’t want to minimise the mistake itself. But in no way does it detract from reality — that there is widespread mass loss of glaciers.
We have said this clearly in our synthesis report, which is the last of the four documents we bring out as part of an assessment report. This error was not there in the synthesis report. But we had a very clear statement on climate change.
What is the synthesis report and how widely is it circulated?
The synthesis report is the last of the documents. It is the most widely-read report, meant for policy-makers. We have three working group reports — each of them about 3,000 pages. The synthesis report takes the essence of all these three reports and presents them in a manner that is readable for policy makers.
It is interesting that the synthesis report does not pick up this point, which seems to have emerged as an important point in the fourth assessment report.
I’ll tell you why. That is because mention of disappearance by 2035 is something that IPCC, as a style, never promotes. All our future projections are exactly what they are supposed to be — projections. We provide a range. We provide a scenario. We never say something will happen by so and so date.
The environment minister, Jairam Ramesh, has called the contents of the IPCC report “voodoo science”

That’s not true. It wasn’t the first time. It is there in the established procedures of IPCC that we can use non-peer-reviewed literature, what we call grey literature. It is there on our website. Where we use grey literature, we are required to closely check sources and verify the authenticity of our information. That’s where the failure took place. That should never have happened.
What is the process of choosing authors?

Banks are pulling out of the carbon-offsetting market after Copenhagen failed to reach agreement on emissions targets
Banks and investors are pulling out of the carbon market after the failure to make progress at Copenhagen on reaching new emissions targets after 2012.
Carbon financiers have already begun leaving banks in London because of the lack of activity and the drop-off in investment demand. The Guardian has been told that backers have this month pulled out of a large planned clean-energy project in the developing world because of the expected fall in emissions credits after 2012.
Anthony Hobley, partner and global head of climate change and carbon finance at law firm Norton Rose, said: "People will gradually start to leave carbon desks, we are beginning to see that already. We are seeing a freeze in banks' recruitment plans for the carbon market. It's not clear at what point this will turn into a cull or a rout."
Paul Kelly, chief executive of EcoSecurities, which develops clean energy projects, said that while markets had not expected a definitive post-Kyoto Protocol deal at Copenhagen, they had expected some progress.
"The lack of regulatory certainty in the post 2012 world affects the market's view of what CERs [carbon credits from clean energy projects] will be worth and subsequently will constrain financing for projects. If you had an agreement at Copenhagen with a bit more detail, people would be more willing to take risk."

The Indian and Chinese governments have had a rethink on signing the Copenhagen Accord, officials said on Saturday, and the UN has also indefinitely postponed its Jan 31 deadline for countries to accede to the document.
An Indian official said that though the government had been thinking of signing the accord because it “did not have any legal teeth and would be good diplomatically”; it felt irked because of repeated messages from both UN officials and developed countries to accede to it.
Prime Minister Manmohan Singh has written to UN Secretary General Ban Ki-moon seeking a number of clarifications on the implications of the accord that India -- with five other countries -- had negotiated in the last moments of the Copenhagen climate summit in December, the officials said, speaking on condition of anonymity.
“That letter, and the defeat of the Democrats in the Massachusetts bypoll, has forced the UN to postpone the deadline indefinitely,” an official said. “With the Democrats losing in one of their strongholds, the chances of the climate bill going through the US senate have receded dramatically.
“So if the US is not going to reduce its greenhouse gas emissions by 17 percent, which was a very weak target anyway, why should we make any commitment even if it does not have any legal teeth?” the official said.
China also appears in no mood to sign the accord.
“With the deadline postponed, we are not going to sign now,” said a Chinese official now here to take part in the BASIC (Brazil, South Africa, India, China) meeting to chalk out a climate strategy.
The meeting of the four environment ministers Sunday is likely to end with the announcement of a fund they will set up to help other developing countries cope with the effects of climate change, said an official of the environment ministry.
Only four countries -- Australia, Canada, Papua New Guinea and the Maldives -- have signed the Copenhagen Accord so far, though Brazil, South Africa and South Korea have also indicated their willingness to do so.
Though Australia and Canada have signed, they have not indicated the greenhouse gas emission reductions they are committing under the accord -- something developed countries are supposed to do."
