How we manage "human" rights should be the same as how we manage property rights (or any law):
* Amend through legislation by elected officials
* Enforce through law enforcement (e.g. Police)
* Ensure proper enforcement (and legitimacy of amended legislation) through the judiciary system
I have not witnessed a cross burning in Toronto since I don't know when, but it likely dates back to when they HRC banned their public display.

We CAN lobby the hell out of our Conservative MP's, as I do, and the Cabinet Minister involved, with a letter to the PM's office, and that's IT!
If you have the knowledge,contacts, money, organizing ability,etc., by all means start a new political Party and outline your platform, maybe we'll vote for you, but in the meantime, supporting any Party other than the Conservatives will really put us into the hands of the Left Lunatics.
