Hold off on making the big Afghanistan decision long enough, and let the ground situation deteriorate to the point that whatever (half-hearted) measure he does commit to won't matter. He'll also pepper his "decision" with unmeetable benchmarks, such that he can use them 6-12 months down the line as his "reason" (read: excuse) to pull out completely and claim it wasn't really his fault - and then chalk up bringing the troops home (after their now-failed mission) as an *accomplishment*.
On military matters, this president is a despicable coward and needs to be called out as such.
