1. Provide for the common defense. I.E. The military.
and
2. Create and enforce the laws. I.E. the house of commons, the senate and of course the courts and police.
Anything beyond this is a CRIME against every citizen. Unless you would rather be just a subject.

It should also be noted that the biggest damage to the economic activity by the government is created by a unelected bureaucratic human waste often suffering from a god complex.
