They write a separate bill in the Senate, then, if passed, the two bills go to "Conference Committees" and are "reconciled for their inherent discrepancies. Lately, this is where new language is added, like the stimulus bill, all 724 pages of "new" language, which just happened to be all the pork from the House bill that was stripped out of the Senate bill so it could pass.

In the normal course of business, this is known as "bait and switch", or fraud. In Congress, not so much...

If and when this bill passes the senate which it probably will. The next major bill to be passed will be the health care reform bill.
