President Barack Obama will propose raising new revenue through a greenhouse gas cap and emissions trading scheme when he unveils his first budget on Thursday, US media reported.
The budget he will present assumes an emissions trading system will generate revenue by 2012, the Washington Post reported.
Fifteen billion dollars of the money generated would be directed to clean-energy projects, the Post said, citing sources familiar with the document.
Another 60 billion would go to tax credits for lower- and middle-income working families, and the rest to help families, small businesses and communities deal with higher energy costs, the paper reported.

According to Orszag, who at the time was director of the Congressional Budget Office, the program -- which would force companies to buy permits if they exceed pollution emission limits -- could generate between 50 and 300 billion dollars a year by 2020.

Shortly after President Bambam quasi-nationalizes BAC, Citi, etc., you can be sure he'll stop making payments on their bonds, except, of course, "in hardship cases". Then, just as Rand predicted, an entire "de-freezer" industry will develop, where slick men with connections will get certain bonds "unfrozen" (subject to fees, of course). Those without access to defreezers will sell their bonds for pennies on the dollar to those with access, whereupon those bonds will skyrocket in price.

Personally, I've not read Atlas Shrugged.
Government is useful and does have a place in the life of a civilized people. In a free democracy that place is the enforcement of contracts and defending the nation from hostile forces.
We past the point where government is useful a while ago, like maybe right after WWII and in fact are getting beyond where government is merely in the way. Dion's Green Shift would have completely screwed this country economically, even the Conservatives watered down version will be a bad thing. I don't want to think about Dalton's plans for my province, its going to be ugly.
But the Americans are now entering the territory where government is actively dangerous to them.
On the bright side, if one can call it that, Nancy Pelosi just said the house DemocRats have no interest in pursuing a new assault weapon ban. It puts no money in their pockets and it killed Algore in 2000. Nancy would appear to have less faith in The One's ability to part the waters than The One does.
Americans, call your congress critters. Scare them.

In order to understand "Atlas Shrugged", I think that reading "We the Living", Ayne Rand's first published book, is helpful and important. "We the Living" is located in the Soviet Union in the 1920's when the USSR had a NEP to get their ecomomy running. The NEP allowed for some free enterprise but it was created to be temporary to make producers believe that there was a future for them in the Soviet Union. The 'tone' of the new administration in Washington can be heard on the pages of this terrible, sad historical novel.
The Coalition Troika of Canada is classic NEP Soviet Union.
