1. Public opinion is running more and more against AGW theory in the US. Barack will never ever run against a strong current of public opinion and thus is trying to deflect away from the main current and stick to rhetoric rather than action.
2. There is now zero chance of a cap and trade passing through congress (see public opinion comment above). BO doesn't want to get on the bad side of pelosi (is there a good side?) since he sold his political soul to her on the porkulus package.
Expect him to do a similar headfake on healthcare the closer we get to it being put forward especially if the markets and the economy continue to struggle.

The true meaning of "O" will be a whole lot different than it is today.
He will go down in history as the "Great O-for"

The report, by Japanese scientists, also casts doubt about the climate change being a warming or cooling event or just typical fluctuations as in: no event at all. As far as the eco-fascists citing the cap and trade of the EU, rest assured that Europe has in no way lowered CO2 emmissions overall in the GAP and SPLAYED scheme of wealth redistribution in the name of GREEN. Could be the jig is up.
