To the best of my knowledge they're legal in Germany and some other E.U. countries,as well as NOW being legal for sale in the U.S after decades of prohibition.
In the U.S.,previous to the "decriminalisation" you could purchase a "switchblade" type knife,but ONLY if it was sold in parts form and unassembled.

Short arabic lesson ....ABD is arabic for "blackman" or "slave" (all the same to Islam), ulla is "of Allah" So Abdulla is Slave of Allah. (who doesn't want to be a slave?)
