A close look will demonstrate, I think, that Israel often breaks a relative calm (pay attention to that word "relative" boisterous boys and girls...I know about the rockets being fired into the south, but this thing is measured in bodies, is it not...like a hockey game...he shoots etc.) by assassinating a top level militant. Israel knows that her enemies will retaliate. Israel wants her enemies to retaliate. The real bad ass Zionists inside Israel want all of Samaria and Judea and they are prepared to play the waiting game. So it is cat and mouse.
It is usually the militants who determine how these things go. So look for the bus bombs, and then the smack down in Gaza and so and so forth.
