Actually, it's quite a good paper, which uses the regimes of Hitler, Mussolini, Franco,Suharto and others to construct a fascist paradigm, with 14 common characteristics of fascist dictatorships.
If any reasonable person reads the article carefully, they will first notice that there is no threshold, say 7/14 that demarkates fascist from presumably non-fascist governments. Even if one did score the characteristics, Canada, and any contemporary western state, including their political parties, score 0/14.
Just for fun I widened the interpretation (IOW changed the actual meaning). The Conservatives did score 1/14 (Protecting Corporate Power) and the Liberals 5/14. (Identification of Enemies/Scapegoats as a Unifying Cause; Controlled Mass Media;Corporate Power is Protected; Rampant Cronyism and Corruption).
