They can count just fine. The 6 to 8 number is relative.
It was 8 vials they found but the UN converts it into post-UN figures. You see, when anything goes through the UN, the UN takes their cut. So 6 was the Post-UN figure.
They can count. They very rarely miscount what their cut is, that's for sure. Just think how much dangerous chemical weapons fetch on the terrorist market. That's a good skim for the UN. I'm sure one of the UN cabal will be able to upgrade to the bigger Mercedes now.
