Government management has a tendency to be very inefficient when those administrating do not have to worry about job security. Can you say: gun registry? I thought you could.

The minister wanted to shut down a public hospital to save money, but his civil service adviser told him that would be extremely bad press since that particular hospital had won many awards for being the most eficient in England and was a favorite with the unions. Through the subsequent dialogue, it became aparent that over the previous two years it had a zero percent patient occupancy. Priceless!

an excellent comment, it seems that in general term, this is the way the burocracy rules the will of the electorate (elected "representatives").
