Well the head maybe, but the Fascist eagle has broader wings and longer. Although, not sure why the arrows are limp (limp chicken) and hard to make out the olive branch clutched in the claws.

Well, is it the eagle on the banners the Romans used to carry in the second century A.D? I read a book in the ninth grade called "The Eagle of the Ninth" by Rosemary Sutcliffe about the quest of a young Roman to recover the lost eagle standard of the Ninth--the symbol of the legion's honour.

It IS reminiscent of the eagle above the Nazi Swastika, which was a symbol of the Third Reich, and of the Facsist and Mafia eagle symbol.

Whatever its significance, it looks sinister, evil.
