$1.13 billion in secret pre-election spending?
Whereas the President of the Treasury Board reports that there is no appropriation for the payment of the sums mentioned in the annexed schedule, amounting in the aggregate to? $1,130,433,505, and the appropriate Ministers have reported that the payment of these sums is urgently required for the public good;
And whereas Parliament is not in session and there is no other appropriation pursuant to which the payment of these sums may be made;
Therefore, Her Excellency the Governor General in Council, on the recommendation of the President of the Treasury Board, pursuant to subsection 30(1) of the Financial Administration Act, hereby directs the preparation of a special warrant to be signed by the Governor General authorizing the payment, effective December 22, 2005, of the sums mentioned in the annexed schedule, amounting in the aggregate to $1,130,433,505, to be made out of the
Consolidated Revenue Fund.SPECIAL WARRANT

He damm near came off the stage to attack him and then accused him of harrassing his kids when they where picketing outside his home in the city. It was shown on CKND TV's nightly news. The spending estimates - scheduled to be voted in early December 2005 - could not be passed due to the no-confidence vote.
My guess is that this special warrant applies to essential departmental spending for Jan/Feb 2006 until the new government officially takes charge.
It would be very unlikely that items not in the original estimate - and already reviewed in Committee - would be included in the special warrant.
No conspiracy here, folks.

With parliment being disolved at the end of November, If I remember correctly, the only way that money can be released to the treasury in December to pay for everything that is already in place, such as wages, etc. is through special warrant. No time to dig up the background, as the boy has hockey, but I'm sure the info isn't to far from your keyboard. At least check it out and prove me wrong if I am so that we're not being overly sensitive and getting off message by looking like we'll jump on anything without some research.

I am glad to see some people not going off the dep end and seeing this for what it is. The govt fell before a large part of the governments budgets could be approved by parliament. If it was not for this warrant, thousands of people would not be paid their salaries. In fact, there would have been even more spending if the govt did not fall!
Not saying you won't find some howlers in there, after all we are talking about spending made under this wacky, directionless govt....but lets all take a deep breath before descending into wild uninformed speculation!

Last March, Goodale pegged the surplus at $1.9 billion. By November - some 7+ months later - the surplus was $9 billion. An average increase of a billion dollars per month in "newly found" monies.
Those monies should be immediately returned taxpayers.
And as it relates to Martin saying how much he's cut taxes in his tenure as finance minister, how is that the case?
The GST has brought the Liberals 1/4 of a TRILLION dollars over the past 12 years. And any tax cut promise that is not delivered - such as the Libs' promise to get rid of the GST - is a de facto tax increase.
The GST ceases to be Mulroney's tax when the government elected to defeat him renages on their promise to do away with it.
So when the Libs say that they have cut taxes by $100 billion, the fact is that they have increased taxes by $150 billion over that time.
