Ralph Goodale, Minister of Finance, wrote to SIPA on May 31, 2004;
“I share your view about the importance of investor protection. Indeed,
one of the fundamental objectives of securities regulation is to protect
investors from unfairpractices. It is imperative that any reforms to our
current system of securities regulation measure up to this objective.”

Goodale now Stronach. The Princess of Principles is being investigated for overspending last election. Given that Liberal campaign workers are being called in over Christmas, supposedly at the Liberals' expense and not taxpayers, one wonders whether ITscam isn't Ontario's version of brown envelopes and kickbacks. All those who got a head up put their wads of cash in envelopes to help the party through the campaign. It's no secret that the Liberals are broke.

Oh please let this be true. I recently asked my financial advisor, who I've dealt with for 15 years and trust, why I should have faith in the Canadian investment market in light of the apparent insider trading that occurred with the income trust fiasco. He agreed with me that it is likely that insider trading occurred, in his opinion, and that I have no reason at all to have any faith in the Canadian investment market. Given that response by my financial advisor, if the liberals get reelected I am going to liquidate all of my investments and invest in real estate. However, if this scandal gets seriously and fairly investigated, maybe enough voters will finally get it and send the liberals to the electoral hinterland they deserve. That is the one and only thing that can restore my faith in the Canadian investment market at this point.

Lyle B. - don't go putting all yer eggs in one basket with real estate! I'm a real estate broker and let me tell you, there really is a real estate bubble. If you're not too close to retirement then feel free to invest in RE, but if you're going to rely on a retirement income from RE then I strongly urge you to take your investment advisors advice.

Curious how all these leaks are bearing fruit so suddenly, and just as Martin is dropping into a dizzying, downward spiral: Ignatieff on the use of torture. McKenna on a staged Washington visit. Goodale on breach of Cabinet secrecy. Stronach on hidden election spending...Surely it's merely a coincidence that every one of those named happens to be a leadership rival.

Mike...If the evidence is conclusive he should do more than resign. He should be charged to the full extent of the law and even do jail time if that's what's called for.

This kind of insider trading crap happens far too often and is not the exclusive domain of Liberals.

Just listening to Don Newman's program in the background. Interviewing a chap from Ontario who brought up the Belinda campaign, but with NO MENTION OF THE EXPENSIVE PARTY. In fact, the commentator thinks (his opinion only) that she'll win the riding handily.

I'll put money on that the OSC report is released a few days before the election and that they will find that Ralph is innocent of all wrongdoing and that he in inline for a Sainthood once the election is over. You mark my words.

There is something rotten in Denmark as the old saying goes. There needs to be an investigation of the whole sordid affair.
If good old Ralph and his department are innocent that needs to be confirmed by the proper independent authorities. The financial markets need this reassurance.
However, I suspect where there is smoke there is fire and somebody told somebody, who told somebody etc. etc. and a lot of people made money on the backs of a lot of other people.
I believe if there is a fair investigation they will find there was a leak in the Dept. of Finance and as such Ralph will need to resign.
It's probably a mute point because the Liberals are going to be sitting on the Opposition benches come the 24th.

A letter was recently sent to the Securities and Exchange Commission setting out concerns about recent trading activity in stocks, which are listed in both the U.S. and Canada, just prior to a major announcement by the Canadian Government.

Throughout my entire professional career, I have devoted myself to practicing good ethical behaviour. I have reviewed the matters identified in the letter, sent to me and noted below, which is addressed to the Director of Enforcement, Securities and Exchange Commission, Washington, D.C. and I am concerned. It is my view that any time that there is a dramatic increase in the trading volumes and share prices of securities, listed for trading on public stock exchanges, before a major announcement by a Government Official, such activities should, indeed, must be investigated by the appropriate Regulatory Authorities. As a former Deputy Director of the Ontario Securities Commission, I am very concerned about the trading activities, on November 23, 2005, in a number of securities listed for trading on the Toronto Stock Exchange and also listed for trading on either the NYSE, the AMEX or the NASDAQ. Such activities may have violated the integrity of the capital markets both in Canada and the United States of America and undermined the confidence that Canadian and American investors have in such markets.

For your ease of reference, I am attaching a list of securities, traded on the Toronto Stock Exchange, which are also interlisted on U.S. Exchanges.

As well, I am pleased to attach a copy of my Curriculum Vitae.

When is the OSC going to investigate. Are they investigating now? More Librano spin with the assistance of their Poodles in Print?

Class action lawsuits against those who hold public office that assist in covering up: hold them personally liable and strip them of their personal assets. Let them live in cardboard boxes for their malfeasance.

I worked with and greatly admire and respect David Walters , his actions in the form of the above letter to the NYT. and Wall Street Journal reinforce my convictions all the more.
Canada needs more ethical people like David Walters back in places like the OSC.

The trading activity means the OSC pretty much has to investigate, but they won't comment on an investigation in progress or even confirm that they are investigating.

The offence will be selective disclosure, which is letting one group have material, nonpublic info in advance of others. They may eventually also catch whoever traded on the info.

That it was a leak is obvious. That it came from government is a near certainty, because hardly anyone else knew in advance what Goodale would say. If there was an investment bank advising Goodale, I can't see them leaking it, as they know the rules and are used to dealing with markets.

It was likely an accident, but that's still illegal.
