And what better place to be, (for a person representing only a fraction of the population of Quebec), to negotiate the separation of Quebec, with a collection of criminal losers, who mostly come from Quebec?

The real reason Duceppe is staying is that he is no longer a separatist.
Ten years in Ottawa cashing federal govt checks and seeing the country-wide attention paid to Que. he has seen the light...
Stay in Ottawa, keep beefing up your pension assets and never be responsible for anything other than saying "fiscal imbalance", no budgets to write, no referendums to organize, no radical separatists...that party is so Ottawacized at this point none of them ever want to leave.
