I doubt Quebec would be using run of river type generation.
Huge areas of drowned forest vegetation break down slowly underwater, releasing large amounts of carbon dioxide over long time frames. Big hydro is not “green,” at least as that term is currently defined.
Maine might be negotiating. They’d want Quebec to sell all the electricity to Maine, at the same price Quebec pays Newfoundland. Maine would then be free to sell the electricity to Massachusetts for a higher price.
So, now the Canadian Right is saying “Down with non-green hydro power!!”?

Quebec’s political class has this firmly held perception that Canada was created as a 50-50 power sharing agreement and all benefits are split half to them and the other half distributed to those other provinces.
In spite of what’s written in law, they retain this belief. That is until they encounter a situation where they can’t paper over or threaten.
So now they are on the receiving end and it’s for the same reasons they objected to energy east, but now it involves another party that doesn’t recognize a Quebec nation.
Matter of fact, the history of the New England colonies was one that was acrimonious toward the French province. From the reading I’ve done on that period they considered the officials of New France bad faith negotiators.
