The judge hearing the extradition case had made a decision to allow the extradition to proceed. Prior to making her judgement public the judge had the defence and the prosecution in a private meeting to let them know ahead of time. It was at that moment that Meng’s legal team knew their goose was cooked looking at the prospect of their client doing a perp walk in an orange jump suit if she was extradited to NY. They then decided to enter a plea bargain. This is when the Justice department contacted the state department and advised them they where about to get an admission of guilt and naturally this is when the rumour about her pending release got leaked.
Lots of nuance in there that still leaves questions about who asked for what, but I guess my point is that if there was one person that can take credit for the release of the hostages it would be that judge in BC.
