As I see the constant chatter about progress with FN infrastructure, I can no longer sit back and let this continue without a concise, and detailed explanation of what we see in regard to both FN Infrastructure, and other infrastructure

We have a serious problem with the construction of water treatment plants, sewage treatment and the distribution of both.

For the life of me, I cannot wrap my head around why we cannot fix this. The Lib government says they have a plan…..

There is no way that anyone in Ottawa has a workable plan – and that is because they either do not understand the scope of the problem, or that they are “delaying, and distracting” in regard to a solution

I have done so many threads on how the projects are procured via ISC (INAC) but I can see that even that is not enough to accurately reflect what happens on the ground once a project starts. People ask me why projects fail – here it is folks, a big part of it.

  2. Never was a good viable plan to try and turn inaccessible areas into cities with plumbing and running water.
    The environment and terrain makes having a reliable source of electricity to run the equipment extremely difficult if you want to go green and away from fossil fuels.
    It is also astromically more expensive trying to ship needed materials to these remote areas.

I’m no expert on things Canadian, except for hockey, but this article points to one of the main problems with modern governments- they are interested in all manner of social justice crap, but uninterested in basic stuff- garbage collection, street repair, water and sewer etc. It’s certainly a problem here in the states, and since the people you have ruling over you are just as awful as the people we have ruling over us. (Although Dementia Joe is stupid and senile, while PM Zoolander is merely stupid.) The old timey machine pols ( think Mayor Daly) were corrupt as hell- you could skim some dough off the paving contact, or get your idiot nephew on the city payroll, but by the trash better get picked up in your ward. Today, people like Minneapolis’ Jacob Frey are not conventionally corrupt, but way worse.

      ISO’s (Isometric Drawings)
      P & I D (Process Instrumentation Dwgs)
      LDT’s (Line Designation Tables)

      ….drawings over the past 30 years…..I’m floored (well, not really given its the Feds program), that in doing a Water treatment plant, they would be completely absent. You CANNOT Build a Plant that uses Pumps, Pressure piping, Pressure Vessels, PRV’s (Pressure Release Valves), Compressors etc with those 3 sets of DWG’s. Not happening – EVER..

      And this is only The MECHANICAL stuff, the same set of principles are used in Electrical work as well.

      Am I surprised….nope. LIBERALS are experts at pissing money away, as well as ensuring their own filthy pockets are well lined.

      We have a Government that is predominately focused on the above…and the LIBS are the unquestioning EXPERTS.

      Watched the JP/Max interview last night and they touched on the “Injun problem” Like St. Harper, Max wants to give the Injuns financial accountability, transparency, property rights, etc… It’d go a long way to making these problems disappear quicker than another billion dollars thrown at them from an Ottawa helicopter (most of which ends up in the pockets of corrupt Chiefs and band councils, swivel serpents, Libtard carpet bagging “contractors” and the Shawinigan retirement fund)

      2. That wouldn’t work. Some FN have the ability to generate revenue but many do not – and have corrupt leadership. You would have to stop payments to the latter and the former always step in to help. It’s an impossible problem to solve. That is why we each have a responsibility to minimize the amount of money we send to Ottawa every year. Reduce the revenue, reduce the problem. But it can’t be eliminated.

    Private business would have that sorted at the get go by simply starting the whole process with a well thought out RFP.
    It’s no doubt like what I deal with in healthcare. They farm out the admin of the RFP process to government SSO’s – in our case the LHIN’s – who are full of people who’ve never done construction in their life.

      I used to work as a service tech, and found that the more educated, the less the common sense. Many PHDs were good people , just short on experience. A Polish friend, engineer in Poland, car mechanic in Canada, said that in Poland engineers had to go work in the field, before getting certified, we need that here, big time!

        Ive seen a cpl of things in Ft Mac @ Suncor Base Plant (regarding a Hydrogen Compressor). Said compressor is used to move Hydrogen (yes, pure Gaseous Hydrogen – yea the stuff that burned the Hindenberg)…

        Plant 6F2 Rebuild. Hydrogen Reformer…one of the last of its kind, (1964 design), in all 5 built and situated around the world. 2 Blew up and left tactical NUKE Sized Craters (no joke)…2 others were decommissioned…and the one up there, is rebuilt EVERY 4-5years at a cost approaching 2+ Billion CAD.

        (its SUNCOR’s Biggest Money maker – H2 being the building block of “HYDROCARBON”)

        We were installing a Surge tank above this massive twin bore compressor (2 – 24″ pistons). There were 2 – 10″ recesses on the top of the unit where said surge tank with two 10″ 300 lb Flanges were to mate up. We lowered it down and inspected the hole alignments: on the L Hand side perfect…but on the R hand side there was significant missalignement… half way overlap.. So whatto do..??
        As these two flanges were actually what is known as LONG NECK Welding flange’s, it had a horizontal weld to another pce of Piping before meeting the Vessel wall – I suggested to the engineer to cut said weld, do an “IN-Process Weld” and call it a day.

        (IN process weld is a procedure whereby the preparation is NDE’d (Non Destructive Examination), as well as each succeeding weld layer till finished- that would allow to forgo a Hydrostatic Test on a massive Vessel (ASME B31.3). NOPE….they had a better idea…

        Their solution was to take all the Stud BOLTS (rated at ~110,000 psi per), and with both sets of bolts, machine the first 3 inches of said bolts about 1/8″ (OD), PAST THE DEPTH of the THREADS effectively reducing their strength by likely ~1/4 of its Started Tensile strength..!!!! all to jury rig this to fit.

        I told said engineer “you’re Fucking INSANE Buddy”…and when asked to sign the Bolt up Sheet (A legal Document)…I told him to shove it where the sun never shines – sign it yourself…and walked out. Our Senior QA Inspector totally stood by me.

        Thats Engineering for you….he said at the time “they did the calculations and it would be fine”….I just laughed at him…”oh I’m sure”. that Suncor itself signed off on it is what blew me away.

  9. The big problem with infrastructure is never infrastructure – it’s maintaining the infrastructure. This is NEVER discussed, EVER. Bill Gates can build a thousand water wells in Africa, but when they break down (and they eventually ALWAYS break down) it is worse than never having built them in the first place. Because then Africans know what fresh water tastes like and they know they can’t have it. So they resent us.

    The same thing will happen with the First Nations. You can build all the fresh water plants in the world, but if you don’t maintain them – why build them in the first place.

  10. I’ve seen corporations erect large Styrene plants from the ground up, fully trained staff, infrastructure, rail lines, paved roads, feed lines and turning out thousands of pounds of product in less than 30 months.
    There is absolutely no reason on this Earth why every FN reserve can not have clean running water and sewage treatment.
    None, nada. They can piss and moan about area remoteness, lack of roads, training, yada yada yada but it’s all bullshit. Energy concerns? Bring it in. Good Lord!!!! This country laid track from Ontario to B.C. in five years. Good thing it was built then cause it could never be built now.
    I can only conclude someone is making a shitload of money by stalling and there’s plenty of blame to go around from the FNs themselves up to the gov’t. Further – it’s my gut feeling every gov’t ministry is sticking their beaks in where it doesn’t belong.
    I’m convinced if the gov’t threw the file on Nova Corporation’s desk tomorrow and asked them to get it done, it’d be like putting up a garden shed in your backyard.

  11. It sounds like this could be fixed with a little bit of a kick in the right asses. There needs to be involvement by third party consultants, preferably from the US or Europe, who are not part of any possible Liberal or bureaucratic crony network. When these consultants issue their reports and recommendations, they must be heeded. If it means breaking the hearts of the screw-ups bilking the current system, then that’s what has to happen.

Working in Northern Ontario a few years back I saw a remote FN with a brand new water plant that was shut down because the people supposed to run it through the winter were not adequately trained. This is very common. No accountability. The other question that never comes up is why we support these remote reserves. Everything has to be flown in. There us literally no economy other than government. It is a ridiculous waste of money and people die young because there is no future for them. But no one talks about it.

Apartheid ghettos without tax bases nor any economy to generate one, dependent on federal central planning and typically dysfunctional bureaucracy without incentives to maintain on site infrastructure – not so much. Non-Indian local government, because of that first word (local), although corporate or collectivist on a smaller scale, tend to function more or less adequately when their politicians focus on their legitimate jurisdiction (sewer, water, garbage, rather than saving the planet). Indian reserve resources (in lieu of a tax base) are provided from the communism of the federal government, where no bureaucrat on the Government side of the Indian industry gets to enjoy life on the reserve (their union wouldn’t stand for it). These problems are insolvable as long as apartheid (currently under reinforcement) and the related Indian industry exists. Individuals, farmers, businesses, and resource sector operations don’t have such problems because they enjoy property rights, participate in the economy, are not racially segregated and not dependent on a distant (politically-driven by the other 95%) leviathan.

      1. Indian “self-governance” is a client of the federal government rather than a local (non-existent) tax base. These ghettos will remain as long as the politics of their existence is rewarded with federal cash as well as sustaining the status quo Indian industry. Some are relatively viable with revenue streams from businesses on reserves well situated, resource royalties, tourist facilities, ranching, and casinos etc but unfortunately combine commerce (and culture) with governance thus impeding development. Individual deeds on property and business would help getting out from under oppressive and often corrupt collectivism.

    Let us see.
    The projects by government are completely irresponsible, as in no one is responsible for failure. Failure is the key ingrediency of government projects.
    It is so because to start with it is, one would think responsibly, by consulting engineers.
    Then come the ‘social sciences’ graduates that endlessly change the specs and eventually the project completely loses its resemblance to the original purpose.
    Failure is then described as a great success for the environment, the downtrodden, the women, the LBGTXYZ and whole variety of irrelevant parameters to please only those that ‘are looking out for common good’ and ‘fair share’.

    Look at the handling of the Wuhan flu virus.
    First all the ‘experts’, government ‘experts’ told the proletariat that there is nothing to be afraid of.
    Then the same ‘experts’ told the proletariat that to shut up about the Chinese flu, so the ‘experts’ made up this thing called Cov…
    The Chinese communists were absolved from guilt by the ‘experts’.
    Then the lies started rolling by the same ‘experts’.
