Which workers? Haven’t noticed much concern from him about layoffs in the oil patch which – by the way – affected a lot of provinces. Knew there were a lot who came out west with families (the comment is that the second largest city in Newfoundland is Fort Mac, and it’s probably true), but there were a lot more who were commuting; families back in Atlantic Canada, and dad would board the shuttle to Fort Mac for his regular shifts there.
What had not heard until recently is that a lot of workers from Vancouver Island also headed to the oilsands. Do no know if they became true Albertans for tax purposes or were still considered BC residents.
What is not realized is that Canada Revenue Agency (by whatever name it operated under back in the day) made a ruling that a person’s residence for tax purposes depended not so much on where that person worked as on where his/her “ties” were. So a worker from NB (as an example) who left his family to fly to Fort Mac on a regularly scheduled shift which had him spending much more time in Alta than New Brunswick) would find – come T1 time – that he was considered a resident of NB for tax purposes. Forget he’s spent most of the time in AB; NB gets to tax him.
This was great for the Atlantic provinces; not so great for Alberta which had to provide services for these workers (called roads, hospitals, and other not-so-fun things).
