I call some BS on this story (albeit through anecdotal evidence only). A good friend of mine who is an American living in Canada for some 40 years had mentioned (before Trump even came into office) that the US government was cracking down on Americans living abroad who did not file a tax return in the USA. He had received letters reminding him to do so and simply ignored them for several years. More recently, on the advice of his accountant, he attempted to renounce his US citizenship. Didn’t work because you can’t have any outstanding issue with the US government – such as un-filed tax returns. Now (well, about 18 months ago) the government is asking him for his last 10 years of tax returns.
I don’t know what would have happened if he had always filed his US tax returns. But I do know he’s up shitts’ creek now and the Canadian government should move to help him as much as it moved to help the self-employed “tax evaders” of Canadian origin that Morneau and Trudeau so despise.
This has been out there for years. I first heard about a crackdown around 2010, so it was actually Obama’s IRS. I work for an accounting firm so we got the message to warn clients. The IRS can get you even if you were born in Canada and have never been to the US. You just need a US born parent. You aren’t required to pay any taxes, just file a return showing you paid Canadian taxes. If you don’t file your returns, they can come after you for money.
The biggest cause of the problem was people who lost their US citizenship when becoming Canadian citizens were retroactively granted US citizenship when the US started recognizing adult dual citizenship. They had no desire to regain US citizenship but got it anyway.
