Anyone who thought about it already knew 'revenue neutral' was about the surtax. (paywall link)
Shiny can't increase the GST without taking a huge hit, the only answer was to create a new tax and tax it. No one really thought it was about the environment except the cult prostitutes.

Taxers taxing taxes. If GST stands for Goods and services tax, how is a tax either "goods" or services. Mind you if you equate taxes to be screwed then taxes could be considered a service and therefore subject to tax under the GST. Just remember that these taxes are ultimately enforced by the armed gov't. The same armed gov't that would gladly and may eventually disarm all its subjects. cheery thoughts
Just wait till they decide its in the "best interest" of our "Environment" and mandate 15% or more, ETHANOL in our Gasoline.
You will travel about 6-7% less than using regular Unleaded.
You WILL fill up about 6-7% more often....and that is where they will get you...all that extra tax money flowing in.
Ever wonder why Costco Gas was so much cheaper...??
Instant 6-7% increase in Tax dollars flowing into Liberal Govt coffers to piss away on Womens / Gender studies in Waziristan and Somalia.
Here’s a link to where the 2008-2015 co-chairman of the IPCC admitted that the Global Warming scare is really about Socialist wealth redistribution:

It’s a good bookmark to keep to send to someone who needs convincing about what Global Warming is really all about.
Tax on tax is in fact illegal.
Of course, legal or not, it never stopped dictators, tyrants and other such from doing just that.
If you remember that far back, certain Martin, when he was minister of finance, magically reduced deficit. The magic, as all magic, was slight of hand.
There was overpayment to the unemployment insurance in billions. While it was illegal to do, this Martin character confiscated what they called surplus and magically reduced the deficit.
See, you can do illegal stuff if you are the ruler of Canada and control the parliament with iron fist (Stalin) for roughly four years.
Government does not tax to provide services; it provides services so that it can tax. The more services, the more problems, the more tax.
My advise to you, if you should die
declare the pennies on your eyes.
Who's going to arrest the sheriff?
Justin Trudeau and company are laughing all the way to the bank.
no tax is ever revenue neutral. there would no point in a new tax that did not increase revenue to government coffers. anyone who says the words revenue neutral and mean it are lying.
Canadians with the exception of voters in Sask just elected 3 new Liberals to parliament so obviously they don't have a problem with high taxes, deficits, or unethical finance ministers.
My thoughts also. The pretty hair and a sympathetic media blinds them.

- It never stopped the Eastern Provinces, either. The GST / PST calculations are required by law to be made separately and then added to your purchase; IIRC, all the Provinces from Quebec East calculate a purchase's GST, then add it to the purchase price and charge PST on the total. So you're taxed on your GST payment.
But if we want to hash that out, consider what a salaried employee puts-up with. My tax is withheld at source - this is money I never see, it goes straight into General Revenues and benefits only the government. But at tax-time, that money is included as my salary and I'm taxed on the whole thing - so once again I'm exactly, paying tax on my tax.
"Revenue neutral" is always a lie. Full stop. If something were "revenue neutral", there would be no need for it in the first place, because...it wouldn't actually change anything.
Ethanol has only two thirds the enrgy by volume than gasoline, and we buy gas by volume, so the more ethanol we put in, the more we get less energy.
