When this is the goal: Officials predicted earlier this year that the newer model would find average overpayments of $1,739, up from the $1,047 identified during the first generation of the program.
And this is the result: The average overpayment identified under the newer model was $861 between May and August 2015, a drop from the $957 average during the same period in 2014.
This is not the correct conclusion: The department said it's too early to say if the recalibrated system is meeting expectations.

You're kidding.
Of course they can't design the proper system.
What would they do after?
The poor. Plebeians will involuntary supply the cash for the government gravy train.
It's how it works, always have, always will*.
*unless they get thrown out of the windows.
Test. Explain differences. Then release.
Duh.
Any payment to unemployed canadians, is an over payment in these parasites eyes.
If EI, is an insurance system, why do I never get a noclaim/never used bonus or rate deduction?
Just another way to bilk the productive of their reward, while pretending to help.
Kleptocracy is a wonderful government model, until the productive are bankrupt and revolted.
I think it's hilarious that some people think there is no statute of limitations on government debt.
Especially regarding my ex's Liberal / NDP family.
Ha ha ha ha ha ... here in America, we have the Oracle Corp. headed by multi-billionaire Larry Ellison. Larry made his fortune by providing FAILED software to multiple government departments. He is an exceptional "specialist in failure" (to quote Jose Mourinho) ... for state of CA software. He produces FAILED software for billions of taxpayer dollars ... then gets double that amount to "fix" his FAILURES. Nothing like this EVER occurs in the private sector ... only in the crony-leftist government halls of power. We have been, and are being RIPPED-OFF by these THIEVES of the people's labor and treasure.
When you STEAL from the government at the levels of a Larry Ellison ... you become RICH enough to buy your own personal Hawaiian Island ...

I would say that 75% of the systems I use in government are either clunky or useless. In our program, we designed a database mostly with our on people and one small contractor and it worked really well. One thing that annoyed me greatly about the CPC was their desire to centralize everything, because that so worked for the Soviet Union.
Oracle sounds a lot like Microslop, doesn't it? Both produce lousy software, both have cornered most of the market, and both charge outrageous prices for their rubbish.
Oracle also has an egotistical arrogance of equal size. I recall that it filed a lawsuit over alleged licensing infringements by Linux, similar to what SCO tried several years earlier. Both cases didn't go very far.
And yet people wonder why I prefer open-source software and operating systems such as FreeBSD.
