The Obama administration is proposing to cut methane emissions from U.S. oil and gas production by nearly half over the next decade in an unprecedented step to curb climate change.
Individuals familiar with the proposal say the Environmental Protection Agency on Tuesday will set a target to cut methane from oil and gas drilling by 40 to 45 percent by 2025, compared to 2012 levels. That’s the same target the administration unveiled in its preliminary blueprint in January.
The individuals weren’t authorized to discuss the proposal before its public release and requested anonymity.

Before anything else I would like to say I don’t doubt for one minute the evil intent of the current USoA administration.
BUT I’m struggling with the wording used here, are they proposing to cut or curb emissions from the act of actually drilling OR are they proposing to cut emissions from the product of a well ? Because either way the wording works, its not just a bit of a problematic issue but its plainly nonsense. To write some sort of legislation that could even begin to address the production of methane when actually drilling a well would at a guess use more methane than it could conceivably save and if it covers what product comes out of a well its just the sort of insane proposition that should not only be part of the designation of stupid but also disqualify anyone from holding any sort of position outside of the now closed and much lamented lunatic asylum.
Though, thinking about that last statement, they haven’t closed the asylums at all, they have just renamed them as western government departments.
The Obama administration can propose whatever comes out of its fevered imagination for the next decade. The Obama administration is gone at the end of next year, making any of its promises and commitments utterly meaningless. This truly is President Zero.
Methane isn’t a greenhouse gas. Its IR absorption bands are not even in the range.

Sorry. What I should have said is that it directly competes with H2O at the only 2 low end IR absorption bands in which it makes an appearance. As the content of water is 100 times greater in the atmosphere, it obliterates any effect that Methane might have. So in summary, its irrelevant as a GHG. Better?
