I mean, in other parts of the country cops are free to taze, shoot in the back, shoot through the windshield, and hogtie and beat the crap out of people for less vile and
non-publicly destructive acts like changing lanes without signalling, not stopping for an unmarked, un-uniformed police officer, disobeying direct orders and buying bottled water at a beer distributor.

Changing the angle of incidence will likely eliminate the splash back problem. It shouldn't take a drunk, homeless guy more than half a piss to figure that out.

Google "Never Wet" or "Ever Dry" for videos.
However, for the current application I would recommend metal screen attached to a high voltage fencer.
I can imagine that the paint is useful for not allowing piss to sink into the walls and pavement/concrete which would help make it easier to clear the stench but how does it stop the splashing?
The first commenter at the link had a solution. He hooked up a bright light and shower attached to a motion sensor. Apparently the pissers didn't appreciate being peed on.
