To answer your question, the picture (without smiling, and without glasses) is used in biometrics. Biometrics uses facial feature measurements to uniquely identify you for security purposes, just like a fingerprint. In the long term, it will be used to pick you out of a crowd of people using a video feed. And yes, we humans do the same thing instinctively when looking for a person at an airport, for example, or in a crowd at a hockey game. It is pattern matching, pure and simple.
And I don't agree with allowing Muslim women to wear the burka, niqab or hijab anywhere, never mind at a citizenship ceremony because it prevents proper identification, and has been used by men to commit crimes around the world, including suicide bombings.It also, contrary to the Liberal statement, represents Islamic repression of women.
Freeland must have gotten some emoting tips from her leader, her delivery could use some fine tuning if she wants anyone to take her seriously. She's looking like a nutter on speed.

I was told by a very snarky Canada Customs agent in Oysoyoos to take my sunglasses off. I was driving a van with family in it. It was summer and it being Osoyoos it was quite a sunny day!
If I had refused I may have been refused entry. So for Government related functions where identity may be an issue then I think this is reasonable.
Now could she have asked to be seperated from the rest of the crowd behind a screen that only the citizenship judge could see? That will be the next step.
If this is about cultural accomodation then perhaps accomodating the culture you are joining, with our silly practices like uncovered faces for identity, ewqual rights between sexes etc etc shoudl be accomodated for at least the 15 minutes it takes to get sworn in.
Bets part was Alexander gets to school Ms. Freeland on how these things get used, seems she was stuck in a pre-conceived notion of what and how these things get used.
Oh and to be tactical for a moment. DOnt think for one moment that this doesnt work well with the cons limited but critical goals in Quebec. What bothers me in this whole affair is the woman in question appealed to our courts even before becoming a citizen. I believe it's a tempest in a teapot but respect the government's position that inalienable rights are being ignored in an effort towards cultural appeasement which cannot be tolerated when taking the citizenship oath,. I understand the Muslim community considers these types to be troublemakers and want no part of their campaign.

I have been waiting for Chris Alexander to say something -- anything -- good: I've listened to him a few times, and always found him a bit uncertain, or garbled, or something, especially in light of his background, and all that (no natural orator, he -- before yesterday, that is).
As far as Ms. Freeland is concerned, I'm guessing that Ms. Wynne would have found that very public and smug smirk way too hard to handle, given all the fuss the latter has made about the alleged "sort-of-smirk" she and her parrots in the media claim Mr. Harper gave her in a private meeting sometime around the late Ontario general election. As it so happens not that long ago I attended a citizenship ceremony, and lo and behold there was an Muslim woman there with her face covered. She came with her bearded husband and kid. Only other thing missing was a suicide bomber.
I was not aware that she had to remove her face covering when being sworn in, and I can tell you I was relieved to see when she was asked to do so. I thought to myself "Thank God Canada still has values."
