Now I'll qualify it somewhat. People with lots of discretionary money are successful people in the capitalistic society. First generation aside and with a few other qualifiers, successful people breed with other successful people.

In contrast, people with no money live in the trailer park or are ghetto rats. A few will escape their environment and become successful (i.e., first generation) but for the most part, trailer trash and ghetto rats breed with other trailer trash and other ghetto rats.

Second, the report he cites is available online, just search for "Implications of Worldwide Population Growth for the United States Security and Overseas Interest" and you can download the pdf from USAID. If you search the pdf there is no use of the words depopulate or depopulation.

The writers of the paper note that every year 10-20 million people were dying of malnutrition and that as population grew the possibility of mass famine due to crop failure grew as well. The long term recommendations of the paper are sustainable population growth rates, greater healthcare, better education and more agriculture to sustain the growing population. Planning for sustainable population growth is not the same as depopulation.

The Borlaugh revolution in cereal grain production was just beginning when this paper was written so most of the recommendations are obsolete. In 1974 world population was 4 billion and we are now at 7.25 billion.
