Mass panic is what terrorists seek to create. A dirty bomb could cause the abandonment of a large area of a city. Depending on which city is chosen it could have severe economic repercussions.

If it’s natural uranium, there’s not much more needed than sweep it up with a broom. If it’s low enriched, it’s still not much of a mess. If it’s highly radioactive, non-fissionable, it’s impossible, because the putative terrorists would already have killed or injured themselves trying to assemble it.
It could probably be used to contaminate an area, like in a city for instance, as a “dirty nuke.” Just because it isn’t weaponable doesn’t make it “inert” or safe in any way, especially in the hands of these yahoos.
