Hint: It's Harper's fault. When he said China was making incremental steps towards reform and were not practicing a Maoist communist model (debatable IMO), he was agreeing with Trudeau that dictatorships "get things done."
While JT shares his father's zeal to control society, he lacks the intelligence, shrewdness and panache to carry it off. JTs father at the same age would have been unacceptable to Canadians and PM, and needed bedrock support in Quebec to carry the day. Walking into the PM's office didn't hurt either. JT shares none of those attributes.

That Mr. Milewski feels able to conflate Mr. Harper's encouragement of capitalistic economic policies with Mr. Trudeau, Jr.'s embrace of China's political dictatorship on the supposed basis of (non-existent) environmental achievements is exclusively a statement about Mr. Milewski.

Ken, yeah...The left isn't bothered by pesky things like elections.
Milewski mostly fumbles the ball. He tries to juxtapose Justin Trudeau's praise for China because of its dictatorship with Stephen Harper's praise of it for freeing its economy. This may be another example of the left's tactic of blurring the distinction between freedom and coercion. Or it may be just a less than stellar ability to think.
However, he does at least point out that despite his seeming praise for China's allegedly market-oriented economy, Harper (properly in my opinion) won't let its state enterprises take over Canadian companies, which he finds a bit inconsistent. That's probably a fair point.
