Representatives of most of the world’s poor countries have walked out of increasingly fractious climate negotiations after the EU, Australia, the US and other developed countries insisted that the question of who should pay compensation for extreme climate events be discussed only after 2015.
The orchestrated move by the G77 and China bloc of 132 countries came during talks about “loss and damage” – how countries should respond to climate impacts that are difficult or impossible to adapt to, such as typhoon Haiyan.
Saleemul Huq, the scientist whose work on loss and damage helped put the issue of recompense on the conference agenda, said: “Discussions were going well in a spirit of co-operation, but at the end of the session on loss and damage Australia put everything agreed into brackets, so the whole debate went to waste.”
Australia was accused of not taking the negotiations seriously. “They wore T-shirts and gorged on snacks throughout the negotiation. That gives some indication of the manner they are behaving in,” said a spokeswoman for Climate Action Network.

Typhoon Haiyan was large, predictable, and by a far sight not the largest on record despite the media lying. It wasn’t even in the top ten recorded. I asked one of them later why she switched to English and she told me that there is no word in tagalog for insurance, it doesn’t exist. She also said that when she arrived in Canada she couldn’t believe that people insured their houses and cars. Insurance is a foreign concept.
She told me that when a storm comes her family would send the women and children inland and the men would stay to defend the house from looters. The average filipino does not have a savings account so their entire wealth is in the home such as it is. Average per capita income is $1500 USD, so as you can imagine the poor are very poor indeed.

Gosselin quotes Mojib Latif attributing the reasons for Germany’s backsliding. But as a typical Green Latif misses the real reason Germany is failing to restrict emissions. He’s completely silent on the fact that Germany has shut down eight of its nuclear reactors in 2012, with the rest to follow in 2020. That’s 20 per cent of Germany’s entire electricity supply, all to be replaced by coal. And it will have a much larger impact than all of the factors combined that Latif mentions.
So of course Germany is walking quietly away from the UNFCCC. Its insane nuclear phaseout policy leaves it no choice. But the last thing any of these green slime want to admit is that their antinuclear policies made their anti-carbon policies impossible.

The polls quoted are meaningless without knowing exactly what was asked and who was sampled. The questions are always drafted to elicit the response the pollsters want to hear.
Canada has been entirely too timid in dealing with this revolting herd of statist kleptocrats. We should be demanding reparations from these “underdeveloped” countries to compensate us for all of the plant food that we’ve exported to them. Increasing the CO2 content of the atmosphere makes plants grow faster and, heating our homes in -40 weather as well as idling vehicles for hours to make them warm enough to drive in the same winter conditions results in increased crops for the farmers in “underdeveloped” countries. At the very least, the benefits which accrue to those countries as a result of sharing the same atmosphere should be taken out of foreign aid budgets (foreign aid is something that should be abolished completely but this would be a good way to start the process).
Considering that climate is perpetually changing, the only option is to adapt or go extinct. When villages have houses that are made of scrounged bits of garbage and when the houses are built on land only a few feet above sea level, I prefer to view the effects of a typhoon on such a human settlement as evolution in action. Gaia doesn’t like wimps or incompetents and forces even complex intelligent dissipative systems to undergo trial by weather.
The only people who should build in such highly unstable locations are either:
(a) those rich enough that they can readily replace their beachfront home (while I’d never have my main residence on a beach, it’s very pleasant to spend time in such places) or
(b) people who have realistic escape plans and can readily rebuild when a typhoon or hurricane hits. There are fishing villages that have prospered for thousands of years in very unstable locations and this is because the survivors of the rare big storms learned from them and adapted.
Being statists, the kleptocrats who make up the CAGW industry first try to ensure that they are dealing with a helpless and unarmed population and then toss a few coins and trinkets to the impoverished non self-reliant individuals that they are attempting to make the primary personality type in the world. Not being able to help themselves, the totally dependent peasantry will look to the munificent state who will “help” them recover from a weather disaster by diverting a tiny portion of their embezzled funds to “recovery” efforts. The efficiency of this process can be seen by comparing the efforts of self-reliant and determined US midwest residents in effectively dealing with city flooding in comparison to the helpless wards of the state reacting to Katrina in New Orleans. Statists don’t want self-reliant people as such people have no need for statists and are also able to see through the kleptocratic and totalitarian weltanschauung that underlies the nanny state.

I mentioned that Ontario is not the highest in Canada. It is the third highest in Canadian provinces. And, given that Canadian prices are lower than American on average it stretches the imagination to assume that ALL american jurisicictions are lower than Ontario. [which your point implies]
And even in Canada do you imagine that electricity rates in the jurisdictions of NWT, the YT & Nunavut are also lower than those in Ontario? [tell it to the Iqaluites].
