These two should have taken it before council so there could be environmental studies, permits 1ssued, fees collected, a crew of 5 unionized workers and 3 supervisors assigned and the bill sent to ratepayers. The council were probably afraid that the young gentleman might become aquainted with real history; rather than the rubbish the authorities try to pass off in the local schools. Heavens, he might start thinking for himself and obviate the need for churning out unthinking drones like the ones sitting on the parish council.

So the Queen manages to congratulate the young man for his selfless effort, only to have the local dullards attempt to give him a CRIMINAL comeuppance. One can only hope that the local voters remember to put the rubbish out at the next parish council election.

I can see this would be very worrying from the council's
point of view. No doubt they had a deserving financial
supporter in mind to win a lucrative bid to finish
connecting up the water.
Precluding a waste of taxpayers money would be a very
serious theft in their world.

The council is mad because it was not a collective decision. He didn't have to bow before the petty fogging martinets. To phone the police when they know what this young man has won awards doing it. Is to say the least an open sewer mentality.

Apologies to anyone on a local government council, but local government councilors are truly amongst the stupidest people on earth. Maybe 40 years ago, a long-term councilor resigned and we tried to talk my father into running. He said that everyone would think he was too lazy to make a living as a farmer. The purpose of the council is to have people to rubber stamp the really stupid ideas that the administration can come up with. The first thing a new councilor does is start making excuses for the stupidity of the administration. I have never run in a local election and never will.
